Recommendation Concerning County Community Redevelopment Agency and Neighborhood Service Programs - Keith T. Wilkins, Community & Environment Department Director That the Board conduct discussions and fact finding regarding specific funding sources utilized for Community Development, Community Redevelopment and other neighborhood improvements. BACKGROUND:
Federal, State and Local Government programs provide funding sources for various targeted purposes. Many of these are to alleviate conditions of slum, blight, poverty, poor housing conditions, homelessness, crime reduction and inadequate infrastructure. Federal and State sources consist of the State Housing Improvement Program (SHIP, Fund 120); HUD Affordable Housing (Fund 124); Community Development Block Grant (CDBG, Fund 129); CDBG Housing Rehabilitation Loan Repayments (CDBG, Fund 146); HOME Investment Partnerships (HOME, Fund 147). Local funding sources enabled through state statutes for targeted purposes consist of: Community Redevelopment Agency Tax Increment Financing (CRA TIF, Fund 151); Southwest Sector Community Redevelopment Area TIF (CRA TIF, Fund 152); Safe Neighborhoods (Corrections Department, Environmental Code Enforcement Division, Safe Neighborhoods Fund). Local Option Sales Tax (LOST) is also utilized within these areas for Capital Improvement Projects (CIP). Multiple programs and projects are delivered through each funding source tailored through approved Annual, Five Year and longer plans, area designations and/or BCC project prioritization. All of these programs are adopted and delivered by the Board of County Commissioners to provide enhanced infrastructure and services in disenfranchised and economically disadvantaged areas.
BUDGETARY IMPACT:
There is no budget impact from the evaluation of funding sources, utilization and eligibility.
LEGAL CONSIDERATIONS/SIGN-OFF:
All funds and programs are delivered and utilized through BCC approval with appropriate legal review.
PERSONNEL:
Programs are delivered through current staffing and contractors.
POLICY/REQUIREMENT FOR BOARD ACTION:
The Board of County Commissioners requested a review of Community Development, Community Redevelopment and Safe Neighborhood funding sources.
IMPLEMENTATION/COORDINATION:
Implementation of this Special BCC meeting and any programs/policies directed as an outcome will be coordinated and conducted by County Administration, Community & Environment Department and Corrections Department staff.
