Recommendation Concerning the Reallocation of Capital Improvement Program Funds for Perdido Key Multi-Use Trail - Joy Jones, P.E., Engineering Department Director
That the Board take the following action concerning the Reallocation of Capital Improvement Program Funds for Perdido Key Multi-Use Trail:
A. Approve the reallocation of project savings from the Perdido Key Pedestrian Crossings Project to fund the final engineering design phase of the west segment of Perdido Key Multi-Use Trail, in the amount of $28,383.99; and
B. Approve the issuance of a Purchase Order to American Consulting Professionals, LLC, on Contract PD 02-03.79, Professional Services, in the amount of $28,383.99, to complete the 100% (Final) Engineering Design Scope.

BACKGROUND:
Perdido Key Multi-Use Trail design is currently at 90% design for the two segments from the Alabama State Line to Gongora Drive as delivered from the Florida Department of Transportation (FDOT).
This west segment, approximately 2.45 miles, is programmed by FDOT for full construction funding to Escambia County, via a Local Agency Program (LAP) Grant, in the amount of $1.76 million, available after July 1, 2020. In order for Escambia County to receive this funding, the County must complete the final engineering design. American Consulting Professionals, LLC, has prepared a negotiated scope and fee of $28,383.99, to bring the design of these plans to 100% completion, including utility coordination, environmental permitting, bidding, and project close-out certifications.
In March 2020, the Perdido Key Crosswalks Project (5 locations) was completed, under budget by approximately $87,280.00. Approval of this Recommendation will allow staff to reallocate the necessary funds from the Perdido Key Crosswalks Project to the Engineering Design Phase of the West Segment of the Perdido Key Multi-Use Trail Project.
BUDGETARY IMPACT:
Funding is available in Fund 353, Local Option Sales Tax (LOST) IV, Account 110102, Commission District 2 Discretionary Funds.

POLICY/REQUIREMENT FOR BOARD ACTION:
Prioritization of Capital Improvement Projects is at the discretion of the Board.
In addition, this Recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchases and Contracts. Per the guidance received at the October 3, 2019, Board meeting, all purchases over $25,000 must be approved by the Board.
IMPLEMENTATION/COORDINATION:
Upon Board approval of this request, a Budget Amendment will be forwarded to Office of the Management and Budget to reallocate the funds to Perdido Key Multi-Use Trail.
In addition, Engineering Department staff will work with the Purchasing Office staff to prepare a Purchase Order.
