Recommendation Concerning the Contract Award for Waste Services Ground Water Monitoring Services - Patrick T. Johnson, Waste Services Department Director, through Paul Nobles, Purchasing Manager, Office of Purchasing
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County and Geosyntec Consultants, Inc., per the terms and conditions of PD 19-20.010, Waste Services Ground Water Monitoring Services, in the amount of $96,400, for groundwater reporting activities.

BACKGROUND:
The Consultant will be responsible for conducting activities needed to prepare a total of nine semi-annual groundwater monitoring reports in 2020 to meet permit requirements for the specific sites. The Perdido Landfill, Beulah Landfill, Klondike Landfill, and Saufley Landfills require both spring and fall reporting with an additional report for the Beulah Landfill Remedial Action Plan (RAP) required in the fall of 2020. The Beulah Landfill RAP report will include data from two groundwater monitoring events. In the fall of 2020, the Consultant will also prepare the annual technical report for the Perdido Landfill Corrective Action Program (CAP) for submittal to FDEP. Finally, the Consultant will prepare a five-year technical report as required by the Beulah Landfill solid waste permit for submittal to the FDEP by the required due date.
ECWSD will provide data in electronic data deliverable (EDD) format from the analytical laboratory. All reports should generally be consistent in format with the reporting submitted by the ECWSD over the past 5 years and bear the signature and seal of a registered Professional Geologist in the State of Florida. These semi-annual reports should be prepared on a schedule that allows ECWSD adequate time for review prior to submitting final documents to FDEP by due dates specified in their respective regulatory permits. The final report will be provided as an electronic copy to FDEP and ECWSD.
This Request for Letters of Interest were submitted to 274 registrants representing 154 firms on November 26, 2019. Two firms responded, and the Selection/Negotiation Meeting Committee ranked the firms in the following order:
1. Geosyntec Consultants, Inc.; and
2. Jones Edmunds & Associates, Inc.
Three negotiation meetings were held resulting in the Final and Best Offer being established on February 10, 2020, in the amount of $96,400, for groundwater reporting services.

The Office of Purchasing will issue the Attorney Standard Form of Contract, Form G, Consulting Services for Stand-Alone Projects.
