Recommendation Concerning Re-allocation of Funding for the Staff of the Office of Compliance and Ethics - Janice P. Gilley, County Administrator
That the Board approve a re-allocation of the $150,000 in funding for the staff of the Office of Compliance and Ethics (OCE). The manager has asked to continue as a Blue Arbor employee and the compensation will be reduced in order to provide funds to hire two Program Coordinators, each at a maximum of $47,500.
BACKGROUND:
The recommended re-allocation will cost less than the previously approved budget. The manager will remain on Blue Arbor payroll and his salary will be $55,000. According to the Ecambia County HR department, the new cost for the Manager through Blue Arbor provides a savings of 12% in salary and benefits. Compensation for the two program coordinators will be exactly the same as the proposed compensation for the originally approved staff members.
Re-allocation of the budgeted compensation as follows:
* MANAGER position to remain through Blue Arbor at a salary of $55,000 (budget amendment of $70,000 to provide funding for the Blue Arbor) from 110304-51201(salaries) to 110304-53401 (Other Contractual Services).
* PROGRAM COORDINATOR $47,500.
* PROGRAM COORDINATOR $47,500.
BUDGETARY IMPACT:
This action requires no additional funding.

POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
Upon Board approval, the County Administrator's Office will coordinate with Human Resources and prepare the necessary paperwork.
