Recommendation Concerning Authorization for Tax Deed Bids on Properties for Erress Boulevard and Diego Circle Blight Reduction Project - Tonya Green, Neighborhood and Human Services Department Director
That the Board take the following action concerning the authorization for Tax Deed bids on various properties for Erress Boulevard and Diego Circle Blight Reduction Project:
A. Authorize the Neighborhood & Human Services Department Director, or designee, to be an authorized bidder for the April 1, 2019, Tax Deed sale for the purpose of acquiring the following properties listed in the table below:

B. Approve the maximum bid for each property, in the amount of $10,000.

BACKGROUND:
Tax Certificates are sold annually through an online Tax Certificate sale for delinquent real estate taxes. If taxes remain unpaid, the certificate holder may file a Tax Deed Application with the Tax Collector's Office two years after the date of delinquency. If not redeemed, the property may be sold at a public auction conducted by the Clerk of the Circuit Court. Florida Statute 197.502(3) provides that the County in which the property is located shall apply for a tax deed on all County-held certificates on property valued at $5,000 or more on the Property Appraiser's most recent assessment roll, and may apply for tax deeds on certificates on property valued at less than $5,000 on the Property Appraiser's most recent assessment roll. Each of the properties that are the subject of this recommendation are valued at less than $5,000 on the Property Appraiser's most recent roll.
On September 6, 2018, the Board of County Commissioners approved to file an Application for Tax Deed for each of the five parcels aforementioned, which the County currently holds a tax certificate. If the County is the successful bidder, this would assist in the Erress Blvd and Diego Circle Blight Reduction Project to reduce slum and/or blight conditions in this community. All of the properties have significant back taxes, code enforcement liens, and/or other encumbrances.
BUDGETARY IMPACT:
Funding for this project is available in Fund 129/2015 CDBG, Cost Center 370224.
LEGAL CONSIDERATIONS/SIGN-OFF:
Staff will coordinate with the County Attorney's office throughout this bidding process.
PERSONNEL:
All work associated with this request is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board approval is required for authorization to bid on the tax deed sales for property acquisition.
IMPLEMENTATION/COORDINATION:
If Board approves to proceed, Neighborhood and Human Services Department staff will follow County guidelines fo the Tax Deed Sale process.
