Recommendation Concerning the Issuance of a Purchase Order for the Low Income Direct Emergency Assistance Program (LIDEAP) for Fiscal Year 2018-2019 - Tonya Green, Neighborhood & Human Services Department Director
That the Board authorize the issuance of a Purchase Order, in the amount of $55,000, for Fiscal Year 2018-2019, to Opening Doors Northwest Florida, Inc., formerly known as Escarosa Coalition on the Homeless, Inc., a Florida not for profit corporation.

BACKGROUND:
The Low Income Direct Emergency Assistance Program (LIDEAP) is designed to meet emergency needs of residents of Escambia County, FL by providing financial assistance with rent/mortgage, or utilities or food or prescription medication. The program will assist individuals and families from going without a critical necessity if an eligible participant experiences a significant crisis with their household such as loss of employment, health issues, loss of the wage earner or is temporaily unable to provide for themselves. This program shall be a program of last resort and available for a one-time event to an individual or family during the existence of the program.
Request for Proposals, PD 15-16.039, Low Income Direct Emergency Assistance Program (LIDEAP) was publicly noticed on Monday, February 29, 2016 to eight known groups. One response was received on Thursday, March 24, 2016. The Board approved the award to Opening Doors Northwest FL Inc., formerly known as Escarosa Coalition on the Homeless, Inc. on May 19, 2016 for one year with two 1 year extensions. On January 19, 2017 an amendment to the agreement was approved by the Board to revise the intial term of the agreement to coincide with the County's fiscal year (October 1 through September 30).
On November 1, 2018 an amendment to the agreement was approved by the Board to reflect the name change from Escarosa Coalition on the Homeless, Inc., to Opening Doors Northwest Florida, Inc.
Opening Doors Northwest Florida, Inc. has agreed to distribute the funds without any administrative cost.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Department of Neighborhood & Human Services shall coordinate with Opening Doors Northwest FL, Inc. and provide administrative program oversight.
