RECOMMENDATION:
Recommendation Concerning the Grant Agreement, Providing Fiscal Year 2018-2019 Section 5311 Non-Urbanized Area Formula Program Grant Funding to Escambia County Area Transit - Mike Crittenden, Mass Transit Department Director
That the Board take the following action concerning State of Florida Department of Transportation Public Transportation Public Transportation Grant Agreement (PTGA), Financial Project Number 421368-3-84-17, providing Fiscal Year 2018-2019, Section 5311 Non-Urbanized Area Formula Program Grant funding to Escambia County Area Transit (ECAT):
A. Approve the PTGA, Financial Project Number 421368-3-84-17, providing for Florida Department of Transportation (FDOT) participation, in the amount of $163,381, of Fiscal Year 2018/2019 funding to Escambia County Area Transit (ECAT);
B. Adopt the Resolution authorizing the application and acceptance of these funds; and
C. Authorize the Chairman to execute the Resolution, PTGA, and all other required documents pertaining to this PTGA without further action of the Board.
Please note paragraph 19 (j) of the PTGA, which requires the County to waive forum and venue.

BACKGROUND:
The Section 5311 Non-urbanized Area Formula Program provides Federal operating dollars to eligible recipients who operate/contract public transportation service in non-urbanized areas (Rural). Eligible recipients may receive annual Section 5311 allocations to offset operational expenses of public transportation service operated/contracted in non-urbanized areas. Currently the only Route Operated in the non-urbanized area is Route 60. The required 50% match of $163,381 is included in ECAT's FY 2018/2019 budget. There will be no additional costs to the County as a result of this action.
Grant recipients must have the requisite fiscal and managerial capability to carry out the project and the legal authority to receive Federal and State funds. Escambia County is the eligible local recipient of FDOT grant funding.
BUDGETARY IMPACT:
The required 50% match of $163,381 is included in ECAT's FY 2018/2019 budget. There will be no additional costs to the County as a result of this action.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Assistant County Attorney, has approved the PTGA and the Resolution as to form and legal sufficiency.

IMPLEMENTATION/COORDINATION:
ECAT staff will continue to coordinate with the Florida Department of Transportation staff to complete all implementation requirements.
