RECOMMENDATION: |
Recommendation Concerning Contract Award for Design Services for Perdido Bay Boat Ramp Project - Claudia Simmons, Purchasing Manager, Office of Purchasing
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Hatch Mott MacDonald Florida, LLC, per the terms and conditions of PD 15-16.043, Design Services for Perdido Bay Boat Ramp Project, for Phase I, Design, for the lump sum amount of $196,004, and Optional Services in the amount of $32,047, for a Phase I total of $228,051, and Phase II, Construction Management services, not to exceed the amount of $30,309, for a total of $258,360, for Design and Construction Management Services for the Perdido Bay Boat Ramp Project. The completion of Phase II, Construction Management Services, is contingent upon funding for Phase II and funding for the construction of the Perdido Bay Boat Ramp.

BACKGROUND: |
The Board on June 10, 2013 (CAR III) approved the purchase of three contiguous parcels of real property (totaling approximately 40 acres), located at 10836 Lillian Highway, for the higher of the two appraisals, at a value of $1,235,000, from RL REGI Florida, LLC, for a Public Boat Ramp Facility, in accordance with the terms and conditions contained in the Agreement for Sale and Purchase of Property.
The Board on January 21, 2016 (CAR II-16) approved the Grant Agreement between the State of Florida FWC and Escambia County, FWC Agreement No. 14097, for the Perdido Bay Public Boat Launching Facility, under the Florida Boating Improvement Program, in the amount not to exceed $150,000.
Perdido Bay was designated as high priority for boat ramp access by Escambia County Marine Advisory Committee.
Requests for Letters of Interest, PD 15-16.043, Design Services for Perdido Bay Boat Ramp Project, were publicly noticed on Monday, April 11, 2016 to one hundred seven known firms. Responses were received from three firms on Wednesday, April 27, 2016. The Selection/Negotiation Committee held discussions on Monday, May 23, 2016. The Selection/Negotiation Committee ranked in the following order:
1. Hatch Mott MacDonald Florida, LLC
2. Dewberry Engineers, Inc.
3. Fabre Engineering, Inc. d/b/a Fabre Engineering & Surveying
Hatch Mott provided their initial fee proposal on June 10, 2016 in the amount of $303,286. On Wednesday, June 15, 2016 the Selection/Negotiation Committee negotiated a lump sum amount for Phase I, Design, a lump sum amount of $196,004. and Optional Services for $32,047, a Phase I total of $228,051 and a Phase II, Construction Management Services not to exceed amount of $30,309 for a combined total of $258,360, contingent upon funding for Phase II and Construction of the boat ramp facility. |

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.
