MINUTES
June 8, 2020  - 5:30 PM

1. Call Marine Advisory Committee Meeting to Order - Meeting was called to order at 5:43 p.m.
Robert Turpin discussed the impacts of COVID-19 on Marine Advisory Committee meetings, including the postponed Symposia (Seafood Safety, Diving Safety, Beach Safety).

3. Approval of Minutes (and Minutes from Previous MAC Meetings, as applicable)
             
4. 10836 Lillian Highway Public Boat Ramp
MRD Update: Amended Conservation Easements are expected to be approved by Florida Department of Environmental Protection and US Army Corps of Engineers. Next step is to obtain state and federal permits.
             
5. Natural Resources Damage Assessment - Oil Spill Restoration & Recovery
MRD Update: MRD has completed the NRDA-funded artificial reefs construction. MRD has discussed potential partnership with Santa Rosa County to utilize future NRDA funding to deploy large vessel(s).
             
6. Casino Beach Snorkeling Reef
MRD Update: Purchase Order and Notice to Proceed have been issued to Walter Marine to construct the new snorkeling reef. The reef will be constructed as close to shore as possible, as determined by existing site bathymetry.
             
7. Proposed Boating Regulatory Areas in Bayou Garcon, Bayou Grande, Kees Bayou, Old River, and Innerarity Point
MRD Update: Recommendations will go to Board of County Commissioners to schedule Public Hearings for the Bayou Garcon Slow Speed; Minimum Wake Zone and Innerarity Point Park Vessel Exclusion Areas. (Tentative Dates: 2 July and 16 July 2020). MAC requested to consider Motions regarding draft ordinances.
             
8. Lionfish Issues/Developments
MRD Update: MRD is a designated “Turn-In” location for participants in the FWC Lionfish Contest.
             
9. Vessels Anchored in Bayou Chico
MRD Update: Due to Corona Virus, FWC Law Enforcement has temporarily postponed Derelict Vessel cases. MRD is monitoring the Bayou and working with FWC and Escambia County Sheriff to enforce Florida Statutes. MRD also working with State Attorney's Office prosecuting Derelict Vessel cases to request restitution for taxpayer funds used to remove and dispose of Derelict Vessels.
             
10. Galvez Landing Public Boat Ramp: Design / Engineering / Permitting
MRD Update: MRD reviewed 60% Plans with other Escambia County staff and provided to MAC for discussion.
             
11. Pensacola Bay Living Shoreline Project
MRD Update: Basis of Design is being developed into 30% Plans, which will be brought to MAC later this year (Sept. 2020).
             
12. Langdon Bay Artificial Reef Site Proposal
MRD Update: MRD continuing to take public comments and will move forward with this project at a later date.
             
13. Donnie McMahon NOAA Habitat Restoration Grant Application Proposal
MRD Update: MRD has extended an invitation for presentation to MAC. At present, no date has been requested.
             
14. Comprehensive Water Way Management
MRD Update: MRD staff are reviewing Florida Statutes and other Florida counties and municipalities to develop a list of available measures to address multiple issues and challenges regarding waterways and stakeholders’ concerns.
             
15. Sunken Derelict Shrimp Boat Vessel "Bay Tiger"
MRD Update: Vessel has been removed, and MRD continuing to work with contractor to remove items that remain on the bay bottom. Charges have been filed against the vessel owner, and MRD has requested restitution via State Attorney
             
16. Old Business
MRD Update on reefing old Pensacola Bay bridge: MRD working with Skanska on 8 artificial reef sites. Site #5 is the largest reef.
