RECOMMENDATION:
Recommendation Concerning CareerSource Escarosa (formally Workforce Escarosa, Inc.) to be named as a One-Stop Operator - Clara Long, Neighborhood & Human Services Department Director

That the Board confirm and approve CareerSource Escarosa to continue to serve as this region's One-Stop Operator. Workforce Innovation Opportunity Act (WIOA) requires competitive procurement of One-Stop Operators to coordinate service delivery of One-Stop partners and providers at a career center, with One-Stop Operators to be in place by July 1, 2020.  A Local Workforce Development Board (in this case, CareerSource Escarosa) may be selected as a One-Stop Operator through sole source procurement upon agreement of the local chief elected official (Board of County Commissioners through its Chairman) and the state oversight entity (CareerSource Florida).
BACKGROUND:
CareerSource Escarosa completed a competitive procurement process and received no response to its invitation to negotiate, which was released through several medium and forwarded to entities on its vendor list and to local education agencies. Documentation evidencing CareerSource Escarosa's competitive procurement process are described in Attachment "B".  CareerSource Escarosa's internal controls for eliminating conflicts of interest, for establishing appropriate firewalls, and for establishing oversight, monitoring, and evaluation performance are described in Attachment "A".

The primary responsibilities for the One-Stop Operator include: (1) Conducting quarterly reviews of each One Stop career center in the two-county area (Escambia and Santa Rosa) to ensure effective delivery of all partner programs; (2) Coordinate with senior management, key partners, and officials to review program delivery efficiencies and make recommendations of best practices and training options for continuous improvement via quarterly strategy meetings; and (3) Review, develop, and enhance Memorandum of Understanding (MOU) with partnering programs, agencies and services to establish an integrated workforce "system" that extends beyond basic workforce services.
BUDGETARY IMPACT:
There is no budgetary impact associated with this request.
LEGAL CONSIDERATIONS/SIGN-OFF:
The County Attorney's Office has reviewed and approved as to form and legal sufficiency.
PERSONNEL:
There is no additional personnel needed to carry out this request.
POLICY/REQUIREMENT FOR BOARD ACTION:
CareerSource Escarosa must have approval from the Escambia County Board of County Commissioners.
IMPLEMENTATION/COORDINATION:
CareerSource Escarosa has coordinated with the Department of Neighborhood & Human Services in submission of this request.
