RECOMMENDATION:
Recommendation Concerning the CareerSource Escarosa Budget and Individual Training Accounts Waiver Fiscal Year 2020-2021 - Clara Long, Neighborhood & Human Services Department Director

That the Board approve and authorize the Chairman to sign the CareerSource Escarosa's (formerly Workforce Escarosa, Inc.),  Budget and Individual Training Accounts (ITA) Fiscal Year 2020-2021 request to support a waiver to allow 30% (vs. 50%) of the Title I fund for Adults and Dislocated Workers to be allocated for ITA and to allow CareerSource to meet fixed cost requirements, staffing levels, and increased demand for core and intensive services.
BACKGROUND:
All Regional Workforce Boards must comply with Section 445.003(3)(a)(1), Florida Statutes, which states: At least 50 percent of the Title 1 funds for Adults and Dislocated Workers that are passed through to regional workforce boards shall be allocated to and expended on Individual Training Accounts, unless a regional workforce board obtains a waiver from Workforce Florida, Inc. Tuition, books, and fees of training providers and other training services prescribed and authorized by the Workforce Innovation and Opportunity Act of 2000 (WIOA) qualify as Individual Training Account expenditures. Pursuant to CSF Administrative Policy DEO FG-074, CareerSource Florida allows regional boards to request a waiver of the 30% ITA expenditure requirement using a “Sliding Scale” model. Using the Sliding Scale, ITA expenditures can be reduced by the waiver in direct relationship to the reduction of the individual regional board’s fiscal year budget. Using the Sliding Scale, CareerSource Escarosa can request an ITA Waiver of 30%  and Budget Fiscal Year 2020-2021.
BUDGETARY IMPACT:
There is no budgetary impact to the County.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kia M. Johhson, Assistant County Attorney, has reviewed and approved these documents as to form and legal sufficiency.
PERSONNEL:
There is no additional staff required.
POLICY/REQUIREMENT FOR BOARD ACTION:
Workforce Escarosa, Inc., dba CareerSource Escarosa must have approval from the Escambia County Board of County Commissioners.
IMPLEMENTATION/COORDINATION:
Upon Board approval, Neighborhood & Human Services Department staff will coordinate with Workforce Escarosa, Inc., dba CareerSource Escarosa, with the submission of this request.
