| RECOMMENDATION: |
Recommendation Concerning the Contract Award for the Ashcraft Road Dirt Road Paving Project - Joy Jones, P.E., Engineering Department Director, through Paul Nobles, Purchasing Manager, Office of Purchasing
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Roads, Inc. of NWF, per the terms and conditions of PD 19-20.055, Ashcraft Road Dirt Road Paving, in the amount of $848,214.28.

| BACKGROUND: |
The Ashcraft Road Dirt Road Paving and Drainage Project includes the paving of an existing 1.24-mile dirt road in northwestern Escambia County, in the Bratt community. Ashcraft Road connects County Highway 99 to Bratt Road. The new asphalt roadway will include associated drainage improvements. Proposed drainage improvements include sodded swales, upgraded cross drains and subsurface storm water pipe.
Utility relocation will be required for the existing Escambia River Electric Cooperative (EREC) potable water main, and EREC utility poles, as well as Frontier Communications buried telephone lines.
Required permitting will include a National Pollutant Discharge Elimination System permit as well as an Florida Department Environmental Protection, Environmental Resources General Permit.
An additive Alternate is included as part of this project to upgrade the existing 3” potable waterline with approximately 6,500 LF of 6” PVC watermain along with the required appurtenances. EREC will provide all materials required for waterline construction. The contractor will be required to provide the labor and equipment required for installation and coordinate all efforts with EREC personnel.
An Invitation to Bid for PD 19-20.055, Ashcraft Road Dirt Road Paving, was publicly noticed to 189 registrants via Vendor Registry on April 24, 2020. The solicitation was downloaded by 28 firms. |
