Recommendation Concerning the Contract Award for the Hollice T. Williams Stormwater Park - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management through Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board award and authorize the County Administrator to sign the Agreement between Escambia County and HDR Engineering, Inc., per the terms and conditions of PD 19-20.013, Hollice T. Williams Stormwater Park, in the amount of $1,423,457.37.

BACKGROUND:
The Hollice T. Williams Stormwater Park is a RESTORE Direct Component (Pot 1) funded project located under the I-110 overpass from Maxwell Street to Wright Street, in the City of Pensacola. Escambia County entered into a Memorandum of Understanding with the City of Pensacola on December 14, 2018, to manage, administer, and complete design of the Hollice T. Williams Stormwater Park project consistent with the terms of the U.S. Department of Treasury Grant Agreement with the County. Design includes stormwater attenuation, water quality improvements, dual-use recreational fields, multi-use paths, skatepark, landscaping, lighting, early learning activities, and programed art space. The park will not only serve to improve water quality and attenuate stormwater, but also serve to reconnect the fabric of the neighborhood fragmented by the construction of I-110 in the 1970s by creating a place all members of the community can come together to enjoy.

The Request for Letters of Interest for PD 19-20.013, Design Services for Hollice T. Williams Stormwater Park, were submitted via Government Forms Software to 148 registrants representing 84 firms on January 24,  2020. Six firms responded and the Selection/Negotiation Committee ranked the short-listed firms in the following order:
  1. HDR Engineering, Inc.;
  2. Geosyntec Consultants, Inc.;
  3. Land Design, Inc.; and
  4. Atkins North America, Inc. (Pensacola Office).
The Negotiation meeting was held on May 14, 2020, resulting in the Final and Best Offer being established on May 14, 2020, in the amount of $1,056,769.87, for Tasks 1-7, $50,000 for Optional Services, and $316,687.50 for Subconsultant Tasks. The total estimated cost for Phase I is $1,423,457.37.

POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46 , Finance, Article II Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney Standard Form of Contract, Form G, Consulting Services for Stand Alone Projects, as well as the Purchase Order.
