RECOMMENDATION:
Recommendation Concerning Escambia Consortium Citizen Participation Plan for HUD Programs - Clara Long, Neighborhood & Human Services Director

That the Board approve the revised Escambia Consortium Citizen Participation Plan for HUD Programs for purposes of incorporating updated language regarding the Affirmatively Furthering Fair Housing Rule, including provisions relative to waivers provided under the CARES Act, and making minor edits to align with 24 CFR § 91.105.
BACKGROUND:
Jurisdictions receiving HUD funds such as Community Development Block Grant (CDBG) and HOME Investment Partnerships Act (HOME) are required to adopt a Citizen's Participation Plan (CPP) to include minimum requirements under the 24 CFR § 91.105. The Plan was last updated in 2010 and requires revision to include the Affirmatively Furthering Fair Housing Rule as well as newly provided waivers provided under the CARES Act. Minor revisions are also being made to update contact information, removal of references to the Emergency Solutions Grant (ESG) Program, since the County no longer receives that funding, and inclusion of items such as technical assistance as required under the HUD guidance.

The goal of the CPP is to provide citizens an opportunity to be involved in the development of the Consolidated Plan, Annual Plan, Analysis of Impediments to Fair Housing, and the development of strategies for the integration of activities under the CDBG and HOME Programs. The CPP ensures adequate opportunity for community wide participation in planning, development, implementation, monitoring, and evaluation of activities related to housing and community development activities undertaken through the Escambia Consortium, which includes the City of Pensacola, Escambia County, Santa Rosa County, and the City of Milton. A redline and clean version of the CPP is provided for review and comparison.

POLICY/REQUIREMENT FOR BOARD ACTION:
Board approval is required for all changes to the Citizen Participation Plan. This revised document will also be submitted to other Consortium members, the City of Pensacola, Santa Rosa County, and the City of Milton for review and approval.
IMPLEMENTATION/COORDINATION:
Neighborhood Enterprise Division (NED) will coordinate all actions with other Consortium members.
