RECOMMENDATION:
Recommendation Concerning the lnterlocal Cost-Sharing Agreement for Lee Street Sidewalks, Drainage, and Sanitary Sewer Project - Clara Long, Neighborhood & Human Services Department Director 

That the Board take the following action concerning the Lee Street Sidewalks, Drainage, and Sanitary Sewer Project:
 
A. Approve the lnterlocal Cost-Sharing Agreement between Escambia County and the Emerald Coast Utilities Authority (ECUA) for construction services for the Lee Street Sidewalks, Drainage, and Sanitary Sewer Project; and

B. Authorize the Chairman or Vice Chairman to sign the Agreement.

BACKGROUND:
The Board approved an Interlocal Cost Sharing Agreement with ECUA at the April 2, 2020 Board meeting. The Agreement has been updated and revised for ECUA to provide $660,000 in funding in lieu of the original $502,892.18 committed. County funding for the project will cost from LOST III and HUD Community Development Block Grant (CDBG) funding. Approval of this Agreement will allow staff to move forward with putting this project out to bid.

The Neighborhood & Human Services Department, in coordination with ECUA and Escambia County Engineering, has completed the design phase of the Lee Street Sidewalks, Drainage, and Sanitary Sewer Project to provide sewer, sidewalks, and drainage improvements along Lee Street from Kirk Street to "W" Street, as well as from West Brainerd on Shoemaker. Approximately 3010 linear feet of sidewalks will be added. After bids are received, percentages may be adjusted as needed to reflect actual bid costs instead of estimated construction costs.
BUDGETARY IMPACT:

ECUA will reimburse the County for potable water and general construction costs incurred and invoiced, as outlined in the Contract, up to $660,000. County funds are available in Fund 352/LOST III, NESD/CRA and Fund 129/2018 and 2019 CDBG.

This Agreement has been reviewed by Stephen West, Senior Assistant County Attorney, and is subject to final review and approval pending ECUA legal approval.

IMPLEMENTATION/COORDINATION:
Upon approval by the BCC, implementation of the project will be a coordinated effort between ECUA, Neighborhood & Human Services Department, and Escambia County Engineering. Specifications will be provided to Purchasing to put out for solicitation.
