RECOMMENDATION:
Recommendation Concerning the Contract Award for State Housing Initiatives Partnership Housing Rehabilitation Services for 803 Massachusetts Avenue - Clara Long, Neighborhood & Human Services Department Director

That the Board take the following action concerning the Contract Award for State Housing Initiatives Partnership (SHIP) Housing Rehabilitation Services for 803 Massachusetts Avenue:

A. Authorize the County Administrator to sign the SHIP Housing Rehabilitation Services Program Agreement between Escambia County, Florida; Design Homebuilders, Inc., Contractor; and Angelina Stallworth, Owner; per the terms and conditions of NED S-R-2020-15, NED SHIP Housing Repair for 803 Massachusetts Avenue, for $33,620; and

B. Authorize the issuance of a Purchase Order.

BACKGROUND:
An Invitation to Bid for project NED S-R-2020-15, NED SHIP Housing Repair for 803 Massachusetts Avenue, was published in Vendor Registry on June 5, 2020 (Exhibit I), and accessed by 86 firms including construction resources such as the Construction Journal and Construction Bid Source. A mandatory pre-solicitation conference was held on June 12, 2020 at the property, which was attended by 5 firms. Sealed bids were received from two firms by the published deadline of June 19, 2020, with Design Homebuilders, Inc., being the lowest, most responsive bidder (Exhibit II). The Program Agreement is provided as Exhibit III, which will award the Contract for the base bid of $33,620. SHIP funding will cover $30,000 of the repairs, which is the maximum allowed by the SHIP program as outlined in the Board approved Local Housing Assistance Plan (LHAP), with the balance to come from Affordable Housing funds.

Repairs for this property will include roof replacement; complete electrical re-wire to include installation of smoke detectors, light fixtures, and GFCI's; installation of new kitchen and bath plumbing fixtures; installation of new exterior doors; exterior siding repairs; and associated interior wall and ceiling repairs due to code upgrades.

LEGAL CONSIDERATIONS/SIGN-OFF:
The SHIP Housing Rehabilitation Services Program Agreement has been reviewed and approved by Kristin Hual, Senior Assistant County Attorney. 
PERSONNEL:
All work associated with this Recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts. The project and Agreement are in compliance with the SHIP LHAP and the property owner meets all eligibility guidelines for assistance under this program.
IMPLEMENTATION/COORDINATION:
The Neighborhood Enterprise Division will submit the Purchase Order and will have administrative oversight of the project.
