RECOMMENDATION:
Recommendation Concerning the U.S. Department of Housing and Urban Development Environmental Reviews for Continuum of Care Programs - Clara Long, Neighborhood & Human Services Department Director

That the Board take the following action concerning the U.S. Department of Housing and Urban Development (HUD) Environmental Reviews for Continuum of Care Programs:

A. Authorize the County to be the responsible entity for select HUD Environmental Reviews for Continuum of Care Programs; and

B. Ratify the County Administrator's signature on the HUD Environmental Reviews for Continuum of Care Project, "Housing First," sponsored by Lakeview Center, Inc., and "Project 90-2019," sponsored by 90Works.

BACKGROUND:
HUD requires local homeless Continuum of Care (COC) programs to undertake National Environmental Policy Act (NEPA) reviews for its projects. The only agencies that can serve as responsible entities under 24 CFR Part 58 are either the local government or HUD. The environmental reviews must be performed before any funds can be expended on a HUD project. The local COC and HUD inquired as to whether the County can undertake these reviews again this year for Fiscal Year (FY) 2020 projects. Last year the County served as responsible entity and performed the reviews for two projects receiving COC funds. 

This Recommendation will cover the following new or updated COC Projects:

1. Housing First - Lakeview Center will provide funding that helps support 12 bed scattered site units for homeless and chronically homeless adults, including operations and supportive services (Exhibit I); and

2. Project 90/2019 - 90Works will provide tenant based rental assistance to help homeless individuals and families obtain housing and become self sufficient (Exhibit II).

These reviews are good for up to five years provided that there is not a change in the scope of the project. This Recommendation ratifies the County Administrator's signature on the HUD NEPA Environmental review forms for each project.
BUDGETARY IMPACT:
The Continuum of Care funding does not come through the County, but is directly granted to COC agencies. Receipt of funding is contingent on having a NEPA Environmental Review performed.
LEGAL CONSIDERATIONS/SIGN-OFF:
N/A
PERSONNEL:
Neighborhood Enterprise Division (NED) staff has completed the environmental reviews for these projects.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board authorization is required for the County Administrator to sign off on the Environmental Review record for this COC project as prepared by NED staff.
IMPLEMENTATION/COORDINATION:
If approved by the Board, NED will coordinate with 90Works and Lakeview Center to finalize the environmental review and subsequent submission to HUD.
