RECOMMENDATION: |
Recommendation Concerning Grant Agreement for Community Economic Adjustment Assistance for Compatible Use and Joint Land Use Studies from the Office of Economic Adjustment, Department of Defense - Horace Jones, Development Services Department Director
That the Board take the following actions concerning award of a $250,000 Office of Economic Adjustment (OEA), Department of Defense, Grant Agreement for Community Economic Adjustment Assistance for Compatible Use and Joint Land Use Studies:
A. Accept award of the Grant, for a total amount of $250,000, with a County match of 10% ($25,000);
B. Approve the Grant Agreement; and
C. Ratify the County Administrator's signature, as the community Authorizing Official, on the Grant Agreement and any related documents necessary on behalf of Escambia County, upload and submit to the OEA via the EADS II System in order to implement the Grant awards.

BACKGROUND: |
In 2003, the County accepted its current Joint Land Use Study (JLUS), which was the result of a dedicated, collaborative planning effort between stakeholders, residents, Navy leaders, and local officials to address the Naval Air Stations's changing mission. Along with the JLUS, the County adopted land use regulations detailed in the Airfield Installations Compatible Use Zone (AICUZ) study, most recently updated in 2010 and adopted by the BCC in 2016.
Since 2003, the Navy has made changes in mission, installations and aircraft. An updated JLUS will benefit the Navy's mission while protecting the health, safety and welfare of the surrounding area.
On May 17, 2018, the BCC authorized staff to pursue a Grant from the Federal Office of Economic Adjustment for conducting a Joint Land Use Study, in cooperation with the U.S. Navy and appointed the County Administrator to act as the community Authorizing Official. |
BUDGETARY IMPACT: |
The Office of Management and Budget is preparing the Supplemental Budget Amendment to establish the budget. The County's required 10% match of $25,000 will come from Fund 102, Cost Center 360704. |
LEGAL CONSIDERATIONS/SIGN-OFF: |
The Grant Agreement has been reviewed by the County Attorney's Office and found to be legally sufficient. |
PERSONNEL: |
County staff from multiple departments will work with our partner agencies to conduct the JLUS. |
POLICY/REQUIREMENT FOR BOARD ACTION: |
Board of County Commissioners' policy requires Board approval for changes in revenue and the appropriation thereof. |
IMPLEMENTATION/COORDINATION: |
Upon approval of the Grant Agreement, staff will implement all award requirements. |
