RECOMMENDATION:
Recommendation Concerning the Approval to purchase Siteimprove ADA Compliance Software-as-a-Service - William Siders, Information Technology Department Director, through Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board take the following action:

A. Approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Siteimprove, Inc., per the terms and conditions of the provided quote # 89158, in the amount of $9,750; and

B. Authorize the issuance of a Purchase Order, in conjunction with the Office of Purchasing for the purchase of Siteimprove Software as a service subscription for the Information Technology Department of Escambia County, Florida, to Siteimprove, Inc., in the amount of $9,750, according to the specifications outlined in the attached Quote # 89158.

This is for use by Escambia County in its daily operations.
 
BACKGROUND:
Siteimprove is a web governance platform that will aid the County in its effort to provide ADA compliant content on its hosted websites such as MyEscambia.com, MyWFPL.com, and GoECAT.com. It includes tools for bulk scanning of web pages and PDF documents for ADA compliance issues as well as other web governance areas such as broken links and grammar. The platform also provides courseware that can help our staff better understand the challenges of creating ADA compliant content. County websites have a very large amount of content and they are only getting bigger with each passing year. Keeping all of this content ADA compliant and error-free is a major challenge. Siteimprove will provide a strong foundation for meeting that challenge and will scale up as the needs of the County grow.

Analysis
In the analysis of ADA and web governance solutions for websites, two solutions were found that were very robust, widely supported and cost effective: Siteimprove and Monsido. Both have support for web page scanning as well as PDF scanning. Both support the same model for web page scanning - you pay for a certain number of pages to be scanned every X number of days. Siteimprove's schedule is every five days. Monsido's schedule is every 7 days. Their PDF scanning models are very different, though.

Siteimprove PDF scanning pricing model
Siteimprove's PDF scanning pricing model is the same as their web page pricing model. You pay for a certain number of PDFs to be scanned and you can schedule those PDFs to be scanned every 5 days. With our quote of 500 PDFs, that amounts to 36,500 PDF scans a year for $9,700.

Monsido PDF scanning pricing model
Monsido's plan includes a set number of PDF scans that can be performed for the entire year. Once you hit your scan limit, you are required to purchase more credits in order to perform more scans. With their model, 36,500 PDF scans would cost roughly $11,000, not including the pricing for the web page scanning.

Why Siteimprove over Monsido?
Siteimprove has been around much longer than Monsido and is a very mature platform with a large user base. They are a company of approximately 460 employees serving customers around the world. Monsido is a smaller company with only 11 employees listed in their corporate listing. They do offer a very polished product and have been growing their userbase very quickly. Their models for web page scanning are nearly identical but their PDF scanning model is much more limiting and not very cost effective when you get into large volume scanning on a regular schedule. Monsido's product is better suited for environments that do not include a large number of PDFs. Siteimprove offers integration with our CMS, Sitefinity. Siteimprove also offers visual aids for PDF scanning that Monsido doesn't - these aids show users where the problems are in their PDFs and how to fix them. Siteimprove also offers an online academy where users can take various courses on supporting ADA accessibility requirements. These features, along with support for bulk PDF scans on a regular basis, more than justify the decision to choose Siteimprove over Monsido.

This Recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
Information Technology will work with Siteimprov staff to implement this product into our environment.
