ESCAMBIA COUNTY EXTENSION COUNCIL
August 9, 2016 – 5:30 pm

1.   Call to Order & Opening Remarks - Chairwoman Pat Bush

The meeting was called to order at 5:30 pm.
             
2.   Roll Call & Declaration of Quorum - Susan Hendrix

Roll was called and a quorum was declared.

Members present: Jean Yarter, Karen Hall, David Fitzpatrick, Tina Lynn Sellers, Jerry Patee, Pat Bush, Janice Kilgore, Comr. Steven Barry, and Carrie Stevenson. Members absent: Gary Purvis, Jerry Drinkard, Tammy Penegar, Christine Rodgers, and Genevieve English-Charles.
             
3.   Proof of Publication - Susan Hendrix

The meeting was properly advertised in the Pensacola News Journal on Saturday, August 6, 2016, as part of the Board of County Commissioners' Weekly Meeting schedule.
             
4.   Approval of Minutes from May 16, 2016, Council Meeting - Chairwoman Pat Bush

Motion made by Jerry Patee and seconded by Janice Kilgore to accept the minutes from the May 16, 2016, Extension Council Meeting with one correction on page 3, item #15 - next meeting date was August 9, 2016, instead of August 8, 2016.
             
5.   Welcome and Introduction of Special Guest(s) - Chairwoman Pat Bush

County Administrator Jack Brown and Assistant County Attorney Bobbie Ellis-Wiggins were introduced to the Council members.
             
6.   Sunshine Law Overview - Bobbie Ellis-Wiggins, Assistant County Attorney

Points related to Sunshine Law:
  • Meeting of public boards or commissions must be open to public.
  • Reasonable notice of such meetings must be given.
  • Minutes must be taken and become public record.
  • A meeting is a gathering of two or more members. This applies to telephone, email, and sign language.
  • Exceptions: members are allowed to talk with staff; members may give a written position statement that is a one-way communication and then that statement can be brought forward at a public meeting; and okay for members to have social interaction if topics of discussion are not committee related.
  • Criminal action can be taken if offense is conducted knowingly--member knew it was wrong.
  • Civil action can be taken if offense is conducted unknowingly--member did not know it was wrong.




             
7.   4-H Program Update - Carrie Stevenson, Interim County Extension Director

Carrie Stevenson advised that Anne Peterson, longtime 4-H Volunteer, has been hired part time to coordinate 4-H activities until a new Agent is hired. Discussion was held regarding the partnership between Escambia County and UF/IFAS.
             
8.   Extension Services Open Positions - Carrie Stevenson, Interim County Extension Director

Carrie Stevenson gave an overview of the three open positions within the Extension Office: two 4-H Agents and the County Extension Director's position are open. The Director's position has closed, with interviews scheduled for August 29 with UF staff. After UF's interview process applicants meeting the required standards will be forwarded to the Extension Council for their support. Discussion was held regarding UF's Human Resources policies and procedures.
             
9.   Other Items of Interest -

Discussion was held regarding Extension's FY16/17 County Budget. It was noted that there are two Budget Public Hearings scheduled in September 2016.
             
10.   Adjournment -

Motion made by Karen Hall and seconded by David Fitzpatrick to adjourn the meeting at 6:35 pm.
