1. Call to Order: Meeting called to order at 6:15 pm.
             
2. Attendance: Quorum Present
             
3. Minutes Approval: Motion to approve the July meeting minutes made by Dave Dodson and Seconded by Dave Mucci. Minutes approved.
             
4. Perdido Key Gulf /Snorkeling Reef: Weather and contractor schedules have not been amenable to deploy final 8 modules.
             
5. Perdido Key Public Boat Ramp Design/Engineering/Permitting: MAC comments provided to design team for incorporation into 90% Plans.
             
6. 108363 Lillian Highway Public Boat Ramp: FWC has not notified grant applicants.
             
7. Natural Resources Damage Assessment - Oil Spill Restoration and Recovery: Next step is Florida Trustees will execute contracts with counties.
             
8. Waterways Access Management: Continue MAC and public discussion and input. No MAC or public input at the Aug 2014 meeting.
             
9. Lionfish: MRD and other stakeholders met with FWC Lionfish Management Team to brainstorm ideas. Continued Lionfish Found-Ups, Rodeos, and other outreach/education events. Bryan Clark commented that the Oar House Restaurant is putting Lionfish on the menu.
             
10. Old Business:

Escambia River Logjam contractor requested cancelation of Purchase Order. Funds (approximately $68,000) reverting for uses allowed by Florida Statutes (boat ramps, waterways signage, derelict vessels, etc.). MAC member Gabe Jackson asked for a brief history of the project. Robert Turpin said the logjam was greatly worsened by Hurricane Ivan and the neither FEMA nor Emergency Watershed Program would fund the removal. State of Florida claims ownership and jurisdiction of the river bed and river surface waters. However, the State declined to remediate the logjam. Escambia and Santa Rosa County Commissions entered into an inter-local agreement to jointly fund the project. Escambia County's Purchasing Office solicited the removal and issued a purchase order to Florida Forest Recyclers in 2013. Florida Forest Recyclers was unable to accomplish the work and requested cancelation of the purchaser order. MAC discussion indicated unwillingness to recommend spending local "boat ramp" funds on a project this is primarily the State's responsibility.
             
11. New Business:
             
a. Tug Ocean Wind written offer for sale $30,000 as is/where is. Initial PCB testing indicates low probability of regulated PCB levels. Estimate for cleaning (to Army Corps of Engineers, Environmental Protection Agency, Coast Guard, and Florida Fish and Wildlife Conservation Commission standards), sink preparation and deployment is more than $120,000. Total estimated cost is $150,000 - $180,000. No additional private sector funding had been pledged; present estimated pledges approximately $15,000. MAC inputfocused on preference for pursuing a custom-built shipwreck replica, and indicated willingness of a local metal fabricator to develop a proposal. MAC decline support to acquire Tug Ocean Wind for reefing.
             
b. MRD received request to extend Bayou Grande No Wake Zone to 500 feet south of Navy Pointe boat ramp. This would require amending county ordinance. MAC discussion and public input did not support the increased No Wake Zone coverage.
             
c. Mr. Robert Merritt, Environmental Health Manager at Florida Department of Health in Escambia County, provided a presentation on vibrio vulnificus. This naturally-occurring bacterium is more prevalent in local waterways during warmer months and is potentially fatal. Primary means of contraction are consumption of raw/undercooked shellfish and via open wounds when swimming, wading, etc., in local waterways.
             
d. Bill Myrick commented on the condition of the Molino Landing Ramp, as it has washed out and has dock damage. He also noted there are old pilings at the Perdido River railroad trestle.
             
e. MAC considered the decrease in attendance and project rates, and discussed the options of holding meetings once per quarter (4 times a year) or every other month.

Dave Dodson made the motion as follows: "The EMAC is to meet on 13 October 2014, then on the second Mondays of the months of January, March, May, July, September, and November beginning in 2015,with the provision that additional meetings can be called by MAC members or Marine Resources Division (MRD) if warranted on the second Mondays of 'off' months."

Ed Fish seconded the motion. All voted in favor.
             
f. Earle Rader has resigned his position on the EMAC.
