RESUMÉ OF THE MEETING OF THE DSM PROFESSIONAL ADVISORY COMMITTEE
HELD October 13, 2015

Tim Day, Dale Long, Paul Looney, Jill Johnson, Heath Jenkins, Chris Curb, John Fisher

1.   The meeting was called to order at 8:30 A.M.
             
2.   AI-9123    The Committee approved the Resume' Minutes from the September 08, 2015 meeting.
             
3.   AI-9133    Items for Discussion

1. Private vs Public lift stations and/or grinders.

Joy Blackmon initiated discussion on private vs public lift stations.  After discussion among Committee members the decision was made to take public comments at this time. 
Comments were made by Bill Johnson, Dawnmarie Kacachos, Joe Szulczewski, Linda Szulczewski, Kathryn Trinkle, Jesse Rigby and Jerry McGuire.

Motion was made by Chris Curb, Seconded by Dale Long for Staff to bring language to the committee prohibiting private lift stations.
Committee approved the motion 7-0

2. Private vs Public roads, bridges and ponds.

Joy Blackmon explained the need for additional language regarding new standards.  The Committee discussed private pond standards and what would be needed for the County to accept ponds.  It was also determined that private roads will need public access if bridged.  

Motion was made by Dale Long, Seconded by Paul Looney to move the language submitted by Jeremy King.
Committee approved the motion 7-0

The meeting was recessed at 10:05 a.m. and resumed at 10:15 a.m.
 
3. Turn lane design standards.

Colby Brown presented options for turn lanes and what triggers the need.  The Committee wants to know the basis for current triggers and rationale for the proposed changes. 

Motion was made by Heath Jenkins, Seconded by Chris Curb for a traffic study or left turn lanes for subdivisions proposed of 40 lots or more.
Committee approved the motion 7-0

4. Allowed uses in wellhead protection areas.

5. Buffer standards.

6. Lighting standards. 

Keith Wilkins proposed bringing these issues (4-6) back to the Committee for further discussion at a later date.

7. Design Standards Manual attached.
 
             
4.   The next PAC Meeting is scheduled for Thursday, November 19, 2015.
