RECOMMENDATION: |
Recommendation Concerning Authorization for the Acquisition of Real Properties Located at 1703 North "Q" Street and 2307 West Mallory Street - Cassie Boatwright, Facilities Management Department Director
That the Board approve, by super-majority vote, or deny the following action regarding the purchase of real properties located at 1703 North "Q" Street (approximately 0.67 acres more or less) and 2307 West Mallory Street (approximately 0.19 acres more or less) from New Birth Baptist Church of Pensacola, Inc., for the West Moreno and "R" Street Drainage Project:
A. Approve the counter-offer of $50,000, which is above appraised value, from New Birth Baptist Church of Pensacola, Inc., for the following parcels of real property:

B. Approve the Contract for Sale and Purchase, subject to Legal review and sign-off, for the acquisition of the real properties located at 1703 North "Q" Street (approximately 0.67 acres more or less) and 2307 West Mallory Street (approximately 0.19 acres more or less) for $50,000; and
C. Authorize the County Attorney's Office to prepare, and the Chairman or Vice Chairman to execute, subject to Legal review and sign-off, any documents necessary to complete the acquisition of these properties without further action of the Board (if the purchases are approved).

BACKGROUND: |
New Birth Baptist Church of Pensacola, Inc., owns two parcels of property within the area of Moreno Street and "R" Street. These parcels, west of Pace Boulevard, are in a low-lying area that has historically flooded. Following the April 2014, rain event, 10 homes near Moreno Street reported flooding.
Drainage improvements are needed to capture, route, treat, and attenuate stormwater runoff. These low-lying parcels will provide the best location for a stormwater pond, and other improvements completed with this project will reduce flooding of streets, yards, and homes around Moreno, "Q", "R" and "S" Streets.
In coordination with the Community Redevelopment Agency (CRA), amenities around the project stormwater pond area will include a pedestrian walking path, tree canopy shaping and preservation, park benches with concrete pads, lighting upgrades, and pending additional acquisition, a playground.
The existing drainage system on Moreno Street outfalls to the Florida Department of Transportation's (FDOT) drainage system on Pace Boulevard and routes drainage from "T" and "S" Streets. The Moreno Street drainage system is insufficient for stormwater runoff from the 134-acre contributing basin. The 2003 Catholic High Basin Study identified the need for improvements and is consistent with recent reports from owners of roadway, yard, and home flooding.
A pond will provide storage and attenuation of stormwater prior to discharge into FDOT’s Pace Boulevard drainage system. Upon property acquisition, design services will be initiated utilizing Catholic High Basin Study-programmed Local Option Sales Tax (LOST) IV funds.
The County obtained an appraisal for each parcel, with a combined offer amount of $49,200. New Birth Baptist Church of Pensacola, Inc., initially countered the offer with a request for $55,000. Since their initial request, they have re-countered with $50,000, which is 1.6% above the appraised value. |
