In 2000, The Federal government passed 44 CFR 201 & 206 that required all local jurisdictions to prepare a local mitigation plan to remain eligible to apply for various FEMA managed mitigation grant programs using specific criteria developed by FEMA from the interpretation of 44 CFR 201 & 206. All local government organizations must develop an individual or "multi-jurisdictional" local mitigation plan and recognize the plan by adoption through resolution or ordinance. The adoption through resolution is a FEMA requirement that reinforces to the communities the need to recognize and endorse the efforts of the Local Mitigation Strategy Group, as a proactive step in preparing and mitigating for natural hazards.
