Recommendation Concerning Perdido Key Drive at Johnson Beach Road Intersection Improvements - Joy Jones, P.E., Engineering Department Director, through Paul Nobles, Purchasing Manager, Office Of Purchasing
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida and Atkins North America, LLC, per the terms and conditions of PD 19-20.022, Perdido Key Drive at Johnson Beach Road Intersection Improvements, in the amount of $125,308.

A Request for Letters of Interest (RLI) for PD 19-20.022, Perdido Key Drive at Johnson Beach Road Intersection Improvements, was publicly noticed to 96 unique firms via Vendor Registry on January 24, 2020. The solicitation was viewed by 33 firms. Proposals were received from four firms on February 7, 2020.

BACKGROUND: |
On November 6, 2019, Perdido Key Drive became a County-owned roadway when the Road Transfer Agreement (RTA) between Florida Department of Transportation (FDOT) and Escambia County, Florida, for State Road (SR) 292 (Perdido Key Drive) from the Alabama State Line to Gongora Drive and County Road (CR) 99 (Beulah Road) from Mobile Highway (SR 10) to Isaacs Lane, which was approved by the Board of County Commissioners at its regular meeting on September 5, 2019, was signed and executed by FDOT Secretary Thibault.
On November 18, 2019, the Board of County Commissioners recommended that staff proceed with solicitation of engineering services for intersection improvements at the intersection of Perdido Key Drive and Johnson Beach Road. The services will include operational analysis and design services for a single lane roundabout. Public involvement will also be key to the progress and success of this project.
A request for Proposals for PD 19-20.022, Perdido Key Drive at Johnson Beach Road Intersection Improvements, was publicly noticed to 96 unique firms via Vendor Registry on January 24, 2020. The solicitation was viewed by 33 firms. Proposals were received from four firms on February 7, 2020.
The final ranking order was:
1. Atkins North America, Inc.;
2. DRMP, Inc.; and
3. HAS Engineering Inc.
Atkins North America, Inc., was deemed the most qualified firm. Atkins North America, Inc., will provide Escambia County with a complete intersection design and support services for construction with critical habitat and environmental stewardship being a priority. A public meeting was held on June 11, 2020, to get input from the residents. The result of the public information poll was to proceed with a roundabout design which resulted in a reduced scope of work. Three negotiation sessions were held in June and July 2020, with Atkins negotiated fee being $125,308. |

The Office of Purchasing will issue the Agreement, as well as the Purchase Order. John Rosenau, Engineering Project Manager, will be the contract administrator. |
