RECOMMENDATION:
Recommendation Concerning Amendment #1 to the Wheelchair Ramp Partnership Pilot Project Agreement for Pensacola Habitat for Humanity, Inc.- Clara Long, Neighborhood & Human Services Department Director

That the Board take the following action concerning Amendment #1 to the Wheelchair Ramp Partnership Pilot Project Agreement for Pensacola Habitat for Humanity, Inc.:

A. Approve Amendment #1 to the Wheelchair Ramp Partnership Pilot Project Agreement with Pensacola Habitat for Humanity, Inc., to provide additional funding, for a total of $16,000, and to extend the project date through September 30, 2021; and

B. Authorize the Chairman or Vice Chairman to execute the Amendment as necessary to implement the Program.

BACKGROUND:
At the December 13, 2018, Committee of the Whole, the Board approved implementing a Wheelchair Ramp Pilot Program to provide funding for supplies and materials in partnership with not for profit agencies who install the ramps through the use of volunteers. On February 21, 2019, the Board approved Agreements with Pensacola Civitan Club, Inc. ($12,000), Council on Aging of West Florida, Inc. ($10,000), Pensacola Habitat for Humanity, Inc. ($6,000), and Ray of Hope, Inc. ($14,000), to begin implementing the programs. Pensacola Habitat for Humanity anticipates expending all of its allocated funds by mid-May and has requested $10,000 in additional funds to continue implementation of the program through September 2021.

Agencies provide volunteer labor to construct ramps for income eligible applicants; all assistance will be in the form of a Grant. The Neighborhood Enterprise Division screens applicants for income eligibility. Last fiscal year, 10 ramps were constructed, with an average cost of $559 per ramp. This fiscal year through the end of April, 8 ramps have been constructed, with an average cost of $853 per ramp.
BUDGETARY IMPACT:
Funds are available in Fund 146/CDBG Housing Loan Repayment Fund, Cost Center 370291.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Amendment has been reviewed and approved by Kristin Hual, Senior Assistant County Attorney.
PERSONNEL:
The Neighborhood Enterprise Division (NED) will accept referrals from the participating agencies in order review applicants for income eligibility and other program requirements as determined by the Board. Once an applicant is approved, the agency will be notified by NED for scheduling of ramp installation.
POLICY/REQUIREMENT FOR BOARD ACTION:
Agreements and Amendments with outside agencies administering CDBG funds must be approved by the Board.
IMPLEMENTATION/COORDINATION:
NED will work with the agencies as required to implement the project.
