Recommendation Concerning the Contract Award for Pensacola Pass Inlet Management Plan - Chips Kirschenfeld, Department Director, Natural Resources Management, and Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County and Olsen Associates, Inc., per the terms and conditions of PD 19-20.008, Pensacola Pass Inlet Management Plan, in the lump sum amount of $403,800.

BACKGROUND:
Pensacola Pass is a large tidal inlet in Escambia County, Florida, that connects the Gulf of Mexico with Pensacola Bay. The Pass hosts a federally authorized deep-water navigation channel that provides safe passage to the Gulf Intracoastal Waterway (GIWW), Naval Air Station Pensacola (NASP), Pensacola Harbor, and other points in the Pensacola Bay area. The maintained deep-water navigation channel disrupts the natural drift of sand in and across the tidal inlet between Santa Rosa Island and Perdido Key. The trapping of the sand by the navigation channel negatively alters the adjacent shorelines for several miles in both directions. The inlet management plan will provide a predictable method to manage sands that are trapped in the channel and prescribe placement options that will help offset the negative impacts from maintaining the navigational channel in Pensacola Pass.
 
The Board approved the Grant to partially fund this project from FDEP (#19ES2) and assigned local match at its January 24, 2019, meeting (CAR II.6).   

Specification PD 19-20.008, Pensacola Pass Inlet Management Plan, was posted to Government Forms Software on February 20, 2020, and issued to 24 registrants representing 13 firms. On March 11, 2020, two firms submitted bid responses. 

The Selection Committee ranked the two firms in the following order:

1. Olsen Associates, Inc.; and
2. Taylor Engineering, Inc.

On March 21, 2020, the Selection Committee negotiated a best and final offer from Olsen Associates, Inc., for a lump sum amount of $403,800.

IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Purchase Order while Natural Resources Management will be the Contract administrator.
