RECOMMENDATION:
Recommendation Concerning Traffic Restrictions:  Speed Limit Reductions on Scepter Court and Worley Road and Parking Prohibitions on Schwab Drive and East Olive Road - Joy Jones, P.E., Engineering Department Director

That the Board take the following action concerning the filing of traffic restrictions - Speed Limit Reductions and Parking Prohibitions per the requirements of Ordinance Number 2003-26, which authorizes the County Engineer to place restrictions on the movement of traffic on County roadways and streets:

A. Adopt the Resolution establishing speed limits for the reduction in speed from 30 miles per hour to 25 miles per hour on Scepter Court, District Five (D5), from County Road (CR) 297A to west end of road, and on Worley Road (D5) from Mystic Springs Road to east end of road;

B. Adopt the Resolution establishing a "No Parking" prohibition on Schwab Drive District Four (D4), from North 9th Avenue to Schwab Court and on East Olive Road District Three (D3), from 500' west of Cody Lane to 700' west of Cody Lane (north side of right-of-way); and

C. Authorize the Chairman to sign the Resolutions.

These roads are located in Commission Districts 3, 4, and 5.
 
BACKGROUND:
Scepter Court and Worley Road are local, residential, dead-end streets. Staff received complaints of excessive speeding from residents. Each street was evaluated by staff and it was concluded that a five-mile per hour reduction in speed is appropriate. 

County staff received complaints that vehicles were parking along the roadway and shoulders of Schwab Drive, causing vehicle and pedestrian travel to be unsafe and restricted and compromised critical sight lines. County staff concluded that a parking prohibition on Schwab Drive (from North 9th Avenue to Schwab Court), is recommended on both sides of the street to prohibit parking along road right-of-way, which obstructs pedestrian traffic and adjacent business access and creates sight distance deficiencies. In addition, parking in this area obstructs visibility for traffic exiting the rear restaurant, either restricts or obstructs pedestrian movements, contributes to damage to road shoulders and edges of asphalt, and generates increased pedestrian traffic and roadway crossing movements within right-of-way.

County staff received complaints from Escambia County Code Enforcement stating that vehicles are using an area of asphalt contiguous to edge of travel lane for East Olive Road as an impromptu parking, lot resulting in numerous complaints from adjacent property owners regarding traffic safety issues. County staff concluded that a parking prohibition on East Olive Road (north side of right-of-way from 500' west of Cody Lane to 700' west of Cody Lane), is recommended to prohibit parking along road right-of-way, which creates traffic safety issues and violates local ordinance.  

The Board is authorized under Sections 316.006(3)(a)(b), 316.008(1)(j) and 316.189(2)(a) of the Florida Statutes (2009), to establish regulation on the County roadways and streets. Volume 1, Chapter 94, Article 1 Section 94-1 of the Escambia County Code of Ordinances (Ordinance No 2003-26), authorizes the County Engineer to place restrictions on the movement of traffic on County roadways and streets. This authorization requires the County Engineer to file quarterly, for Board ratification by Resolution, a list of all limitation orders established under this section.
BUDGETARY IMPACT:
Funds are budgeted in Fund 175, Transportation Trust Fund, Cost Center 211201, Object Code 53401, for sign installations.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Senior Assistant County Attorney, has reviewed and approved the Resolutions as to form and legal sufficiency.
PERSONNEL:
No additional personnel required.

IMPLEMENTATION/COORDINATION:
The appropriate speed limit signs and no parking signs have been installed at all locations. Upon BCC approval, a copy of the Resolutions will be forwarded to the Sheriff's Department.
