RECOMMENDATION:
Recommendation Concerning the Delay of Commercial Rental Payments From Tenants of the McDonald Shopping Center for a Period of 90 Days - Sharon Harrell, Interim Budget Manager, Management and Budget Services

That the Board approve the delay of commercial rental payments from tenants of the McDonald Shopping Center for a period of 90 days. This delay is in response to the Coronavirus outbreak and will pertain to rents due for the months of April, May and June, 2020.

BACKGROUND:
Escambia County acts as the landlord for tenants of the McDonald Shopping Center and currently holds 8 month-to-month leases.  Many of the tenants have been forced to close down their businesses as a result of government ordered restrictions placed in response to the Coronavirus outbreak. Some of these businesses have been unable to reopen at this time, and have requested assistance with regard to their rental payments. A 90-day delay for rental payments to be paid will serve as a grace period for the tenants to pay their rent.  Tenants will still be responsible for making up the missed payments, as they are still occupying the premises. The grace period will cover rents due for the months of April, May and June, 2020.
BUDGETARY IMPACT:
Rents collected from the tenants of the McDonald Shopping Center are deposited in the General Fund, Revenue Account:  362010.
LEGAL CONSIDERATIONS/SIGN-OFF:
This Recommendation has been reviewed by the County Attorney's Office for legal sufficiency.
PERSONNEL:
Management and Budget Services' staff will provide this information to the tenants of the McDonald Shopping Center, upon approval.
