RECOMMENDATION:
Recommendation Concerning Amendment One to the Walton County Sheriff's Office Memorandum of Agreement - William R. Powell, Director of Corrections

That the Board take the following action concerning the First Amendment to the Memorandum of Agreement (MOA) between Escambia County, Florida, and Walton County, which provides temporary housing for some of the Escambia County Inmates:

A. Approve the Amendment to the MOA for temporary housing of some of Escambia County Inmates which extends the Agreement to July 9, 2021; and

B. Authorize the Chairman to execute the Amendment for the Agreement for temporary inmate housing.

[Funding is available in the Fiscal Year 2019-2020 budget in Fund 001, General Fund; Detention Cost Center 290401; Object Code 53401]
BACKGROUND:
On April 29, 2014, Escambia County, Florida, experienced an unprecedented and unanticipated rainfall evert, which flooded portions of the Escambia County Jail and the Central Booking and Detention (CBD) Center. On April 30, 2014, an explosion occurred in the CBD, resulting in the evacuation and relocation of all inmates housed in the facility. On or about August 21, 2014, the parties entered into an MOA for the temporary housing of Escambia County inmates at the Walton County Jail. 

Currently the MOA will expire on July 9, 2020. Due to the fact that construction of the new jail is not complete at this time, this Agreement needs to be extended.
BUDGETARY IMPACT:
The requested extension will be in effect as of July 9, 2020. The funds have been budgeted into the Fiscal Year 2019-2020 budget for General Fund 001; Jail Detention Cost Center 290401; Object Code 53401.
LEGAL CONSIDERATIONS/SIGN-OFF:
This Amendment has been prepared and found to be legally sufficient by Kristin Hual, Senior Assistant County Attorney.

POLICY/REQUIREMENT FOR BOARD ACTION:
Escambia County Board of County Commissioners Policy requires Contract Amendments to be Board approved.
IMPLEMENTATION/COORDINATION:
Contract requirements will be carried out by the Escambia County Department of Corrections.
