RECOMMENDATION:

Recommendation Concerning the Ratification of the IAEP Local R5-325 Collective Bargaining Agreement - Jana Still, Human Resources Department Director

That the Board approve and authorize the Chairman to execute the Ratification Certificate for the Collective Bargaining Agreement between the Escambia County Board of County Commissioners (BCC) and the International Association of EMTs and Paramedics/National Association of Government Employees/Service Employees International Union (IAEP), Local R5-325.

(THE COLLECTIVE BARGANING AGREEEMENT WILL BE DISTRIBUTED UNDER SEPARATE COVER)

BACKGROUND:

The Collective Bargaining Agreement expired September 30, 2019. Negotiations between the Union and County Administration were held October 30, 2019, October 31, 2019, February 12, 2020, and the final meeting in which both parties reached an agreement was held on April 21, 2020.

BUDGETARY IMPACT:

The terms of the negotiated Contract are within the established budget of the departments impacted.

LEGAL CONSIDERATIONS/SIGN-OFF:

A representative from the County Attorney’s office participated in the negotiations, has reviewed the Collective Bargaining Agreement, and concurs.

PERSONNEL:

The Human Resources Department will administer all terms of the Contract.

POLICY/REQUIREMENT FOR BOARD ACTION:

Board policy requires Board approval for Contracts. This Recommendation is also consistent with Florida Statutes.

IMPLEMENTATION/COORDINATION:

The Contract will be implemented upon approval of the Board.
