Recommendation Concerning the issuance of a Change Order to Blue Arbor, Inc. - Bart Siders, Information Technology Department Director

That the Board approve a Change Order to Blue Arbor, Inc., in the amount of $35,000, to cover temporary staffing assistance for the Information Technology Department, per PD 17-18.055, Agreement for Temporary Labor Services.

BACKGROUND:
The original Purchase Order for $22,000 was created for a single contractor to work in the IT Applications Division. Since the original creation of the Purchase Order, an Information Technology employee was placed on Military leave for 400 days and several Information Technology Help Desk employees have resigned from the County. The Information Technology Department has back filled these vacancies with contract employees on a temporary basis. It has been determined that an additional $35,000 is required to cover these temporary contract employees for the remaining Fiscal Year 2019/2020.
BUDGETARY IMPACT:
Adding $35,000 to this Purchase Order will be budget neutral because payroll funds will not be spent on the vacated full time County positions. Budget Amendment #77 moved $35,000 from payroll funds to Fund 001, General Fund, Cost Center 270102, Object Code 53401, to cover the additional Contractor costs.

This Recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchase and Contracts.
IMPLEMENTATION/COORDINATION:
The Change Order will be generated and processed through the Information & Technology Department and the Office of Purchasing.
