RECOMMENDATION:
Recommendation Concerning the Contract Award for PD 19-20.039, Floridian Ditch Restoration and Godwin Lane Pond - Joy Jones, P.E., Engineering Department Director and Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Site and Utility, LLC, per the terms and conditions of PD 19-20.039, Godwin Lane Pond, in the amount of $ 587,806.

Request for Proposals for PD 19-20.039, Godwin Lane Pond was publicly noticed on March 16, 2020, to 86 unique firms, downloaded by 47 unique firms via Vendor Registry on April 15, 2020.  Five firms submitted responses. All five firms were deemed responsive and compliant.

BACKGROUND:
This project involves drainage improvements along Godwin Lane and converting the existing borrow pit on the north side of Godwin Lane into a Regional Stormwater Pond. Improvements consist of approximately 2,422 linear feet of stormwater pipe on Godwin Lane with associated drainage structures along with the relocation of an Emerald Coast Utilities Authority (ECUA) force main.
 
The project will also reduce the stormwater flow behind the Sarasota Street homes in Floridian Subdivision.

Attorney Standard Form of Contract D, Paving & Drainage was used.

All work associated with this Recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article 2 Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue Attorney Standard Form of Contract, Form D, Paving and Drainage. Engineering Department staff will be the Contract Administrator.
