That the Board approve and authorize the County Administrator to execute the following Change Order to Rebol Battle & Associates, in the amount of $59,215.00, on Contract PD 02-03.79, Design Services for County Road (CR) 97 and County Road (CR) 297A Intersection and Drainage Improvement Project:

BACKGROUND:
A Task Order was issued to Rebol Battle & Associates on August 17, 2018, to provide professional engineering and surveying services to develop final construction plans for the County Road (CR) 97 and County Road (CR) 297A Intersection and Drainage Improvement Project. It is the intent of the County to realign CR 97 with CR 297A, and the project will include adding a southbound acceleration/merge lane on CR 297A, between CR 97 and Ashbury Lane, realignment of CR 297A to accept the changes, and design of drainage improvements for the west side of CR 297A through the CR 97 intersection.

During a Town Hall meeting in late 2019, citizens expressed their desire for the installation of a traffic signal. The Transportation Division requested a signal warrant analysis from HSA Consulting Group, LLC (HSA), which resulted in the requested Change Order to incorporate a signal at the intersection of CR 97/CR 297A.

The Change Order totals $59,215.00. The design for the intersection of CR 297A and CR 97 modified to include a traffic signal, right and left turn lanes from CR 97 to CR 297A, and a right turn lane from CR 297A to CR 97. The planned drainage improvements for the west side of CR 297A through the CR 97 intersection will still be included.
BUDGETARY IMPACT:
Funds for this project are available in LOST III, Fund 352, Cost Center 210107, Object Code 56301, Project 14EN3135.

POLICY/REQUIREMENT FOR BOARD ACTION:
The Recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchases and Contracts. Per the guidance received at the October 3, 2019 Board meeting, all purchases over $25,000 must be approved by the Board.
IMPLEMENTATION/COORDINATION:
Upon Board approval of this Recommendation, a Change Order will be transmitted to the Office of Purchasing for processing.
