RECOMMENDATION: |
Recommendation Concerning Contract Award for Low Income Emergency Assistance Program - Clara Long, Interim Neighborhood & Human Services Director, and Paul Nobles, Purchasing Manager, Office of Purchasing
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Opening Doors NWFL, Inc., per the terms and conditions of PD 19-20.012, Low Income Direct Emergency Assistance Program (LIDEAP), providing $55,000 for Fiscal Year 2019-2020.

BACKGROUND: |
Administering the Low Income Direct Emergency Assistance Program (LIDEAP) will require the Provider to provide case management services; determination of eligibility criteria for program participation; tracking of distribution of funds expended for payment; tracking of funds disseminated for the payment of rent, mortgage, utility/fuel, food assistance or prescription medication to the vendor. This is a program of last resort, not first choice and available for a one-time event to an individual or family during the existence of the program.
Requests for Proposals, PD 19-20.012, Low Income Direct Emergency Assistance Program (LIDEAP), was publicly noticed on Vendor Registry on February 2, 2020, and sent to 116 firms. The Solicitation was viewed by 16 firms and downloaded by 10 firms. Two proposals were received on February 27, 2020. Opening Doors NWFL, Inc. (the incumbent firm), has agreed to distribute the funds without any administrative costs. |
