RECOMMENDATION:
Recommendation Concerning the Escambia County Summer Youth Employment Program - Clara Long, Interim Neighborhood & Human Services Department Director

That the Board take the following action:

A. Approve the program implementation for the Escambia County Summer Youth Employment Program 2020 Cycle, based on 100 participants; and

B. Authorize the County Administrator to sign the Purchase Order to Blue Arbor, Inc., in the amount of $250,000, and any other related documents necessary to implement the Escambia County Summer Youth Employment Program.

BACKGROUND:
Last year, the Neighborhood & Human Services Department's Summer Youth Employment Program provided 96 jobs in various County, city, elected officials, and school district departments to 96 youths. The Summer Youth Employment Program promotes career development while providing on-the-job paid work experience in various occupations throughout the departments of the Board of County Commissioners, as well as other community partners. Program participants between the ages of 16-24 years old, will be able to work up to a maximum of 30 hours per week and will be paid at the state minimum wage rate of $8.56 per hour (excluding temporary labor staffing service contract billable rate). Program eligibility will be based on the following factors:  must be a County resident and be able to maintain County residency; provide documentation of school enrollment, if applicable; must have no felony convictions; must pass a criminal background screening, if 18 years old or older or required by the host worksite; a completed program application must be submitted by the deadline date.  Participants will be required to complete upfront mandatory job readiness preparatory classes; paid work experience at a designated worksite; post-employment debriefing sessions and an evaluation which will culminate with an award ceremony for program completion.

Neighborhood & Human Services (NHS) Program staff will provide oversight of this program.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, FInance, Article II, Purchase and Contracts.
IMPLEMENTATION/COORDINATION:
Upon Board approval, NHS staff will coordinate with Office of Purchasing to transmit a Purchase Order to implement this Program. NHS staff will implement this program in coordination with identified community partners.
