RECOMMENDATION:
Recommendation Concerning Supplemental Budget Amendment #114, Coronavirus Aid, Relief, and Economic Security Act Funding, Clara Long, Interim Neighborhood and Human Services Department Director - Stephan Hall, Budget Manager, Management and Budget Services

That the Board adopt the Resolution approving Supplemental Budget Amendment #114, Community Development Block Grant (CDBG) (129), and the General Fund (001), in the amount of $894,881, to recognize the CDBG-CV allocation provided by the U.S. Department of Housing and Urban Development (HUD), under the Coronavirus Aid, Relief, and Economic Security (CARES) Act, and to appropriate these funds to support community development activities that prevent, prepare, and respond to the COVID-19 virus. CDBG funds must be utilized for activities that target low and moderate-income households.
BACKGROUND:
As part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act passed by Congress and signed into law March 27, 2020, the County will receive an allocation of $872,881 in the Community Development Block Grant (CDBG) funds from HUD.  These funds will be used to address a wide variety of public health and service activities to prevent, prepare for and respond to the COVID-19 virus. CDBG funds must be utilized for activities that target low and moderate-income households. This Supplemental Budget Amendment also incorporates the transfer of indirect cost to the General  Fund, in the amount of $22,000. CDBG is managed by the Neighborhood Enterprise Division of the Neighborhood & Human Services Department.
BUDGETARY IMPACT:
This Amendment will increase Fund 129, in the amount of $872,881, and Fund 001 by $22,000.
