RECOMMENDATION:
Recommendation Concerning Final Plat Redfish Harbor Permit FP# 2003905

That the Board take the following action concerning recording of Redfish Harbor a Planned Unit Development (a 92-lot private residential subdivision), located in the Innerarity Community, lying north off Innerarity Point Road and west of the intersection of Sorrento Road, Gulf Beach Highway and Perdido Key Drive. Owned and developed by Redfish Harbor, LLC. Prior to recording the County Surveyor and the Clerk of the Circuit Court must sign the subdivision plat as set forth in Section 2-5.7, of the Escambia Land Development Code; also, prior to recording the County Surveyor must sign the Final Plat as set forth in Chapter 177.081 (1) Florida Statute:

A. Approve the subdivision plat for recording in the public records;

B. Approve street names “Trout Lane, Red Drum Court, Pelican Place and Osprey Drive”;

C. Approve the amendment of the amenities note on the PUD agreement to match the approved Preliminary Plat and Construction Plans, and;

D. Authorize Chairman or Vice Chairman to execute a Conservation Easement.

BACKGROUND:
On February 2, 2016, Escambia County Board of County Commissioners approved the Planned Unit Development (PUD) Plan for a proposed subdivision known as Redfish Harbor.  As a result of receiving the said approval, the Preliminary Plat and Construction Plans were approved on November 2, 2016, in accordance with the applicable processes, procedures, and regulations of the Land Development Code of Escambia County. The Escambia County Public Safety Department approved the street names “Trout Lane, Red Drum Court, Pelican Place and Osprey Drive” on August 8, 2016. Development Services Department field staff inspected the improvements on April 23, 2020, and found improvements substantially complete and in accordance with applicable County Requirements.  An executed Conservation Easement will be recorded with the subdivision plat. County staff has reviewed and approves plat.
LEGAL CONSIDERATIONS/SIGN-OFF:
This recommendation is consistent with previous practices of the County Attorney’s Office. The Conservation Easement was reviewed and approved by Kia Johnson on April 27, 2020.
PERSONNEL:
All work associated with this recommendation was done in-house and no additional staff was required.  Future Road Department budgets will not reflect additional cost to maintain these private improvements.
POLICY/REQUIREMENT FOR BOARD ACTION:
Based on Escambia County Land Development Code – with regards to providing procurement for surety to warrant subdivision improvements (Ord. #2002-9) and the Florida State Plat Act - Chapter 177.
IMPLEMENTATION REQUIREMENTS:
Once the subdivision plat has been approved by the Board and final sign-off given by the County Surveyor, the plat shall be transmitted to the Clerk of Court’s Office for Clerk signatures and recording in the public records of Escambia County, Florida.
COORDINATION WITH OTHER AGENCIES/PERSONS:
Staff has been in contact with the developer, developer’s engineer and surveyor, County Engineer, County Surveyor, County Road Department, County Building Inspections and Development Services Department.
