RECOMMENDATION:
Recommendation Concerning Supplemental Budget Amendment #108, William Powell, Corrections Director - Stephan Hall, Budget Manager, Management and Budget Services

That the Board adopt the Resolution approving Supplemental Budget Amendment #108, Detention/Jail Commissary Fund (111), and the Transportation Trust Fund (175) (Road Prison Commissary), in the amount of $299,326, to recognize a transfer of funds from the Road Prison Commissary to the Detention/Jail Commissary, and to appropriate this transfer of funds consolidating the two commissaries into a single commissary going forward. This action will increase the efficiencies with commissary funding and provide better service to the inmates.
BACKGROUND:
Departmental background and justification indicates that the banking system and commissary have become one, so it makes sense to combine the Inmate Funds.  In addition, all bookings start with the Jail. The inmates may be moved to the Work Annex or Work Release, but all of the inmates start at the same place. Combining the Jail, Work Annex, and Work Release will provide for more efficiency in handling the residents at all of the facilities.

Supplemental Budget Amendment #108 transfers the Fiscal Year 2020 Road Prison Commissary Budget and the appropriate level of reserves from the Transportation Trust Fund to the Detention/Jail Commissary Fund.
BUDGETARY IMPACT:
This Amendment will decrease Fund 175 by $299,326 and increase Fund 111 by $299,326.

POLICY/REQUIREMENT FOR BOARD ACTION:
Increases and decreases in revenue must be approved by the Board per F.S. 129.06 - Execution and amendment of budget.
IMPLEMENTATION/COORDINATION:
The Inmate Commissary Board must approve the consolidation of the two commissary funds, per FS951.23(9)(d).
