RECOMMENDATION:
Recommendation Concerning the Scheduling of a Public Hearing for the Upland Woods Street Lighting Municipal Services Benefit Unit - Stephan Hall, Budget Manager, Management and Budget Services

That the Board authorize the scheduling of a public hearing on May 21, 2020, at 9:01 a.m., to consider adoption of an ordinance creating the Upland Woods Street Lighting Municipal Services Benefit Unit (MSBU).
BACKGROUND:
The property owners in Upland Woods have submitted a petition requesting the creation of a street lighting MSBU. The petition is sufficient to meet the MSBU Guidelines and Procedures because greater than fifty-five percent of property owners signed in approval.

The Upland Woods lighting district plan proposal:
  *16 Assessable lots located in Commission District 5
  *4 Lights in initial plan
  *Year 1 Assessment:  $132.79, includes reserves and 17 months of service
  *Year 2 and Beyond Assessment:   $87.55, 12 months of service

POLICY/REQUIREMENT FOR BOARD ACTION:
The Board must approve the scheduling of public hearings per F.S. 166.41.
IMPLEMENTATION/COORDINATION:
The property owners will be notified of the date, time and place of the public hearing by mail and by advertisement in the Pensacola News Journal.
