RECOMMENDATION:
Recommendation Concerning Agreement for Emergency Solutions Grant Program Homeless Management Information System - Clara Long, Interim Neighborhood & Human Services Department Director

That the Board take the following action concerning the Agreement for Emergency Solutions Grant Program Homeless Management Information System with Opening Doors Northwest Florida (NWFL), Inc.:

A. Approve the Agreement for Emergency Solutions Grant Program Homeless Management Information System with Opening Doors Northwest Florida (NWFL), Inc., in the amount of $47,898 for Homeless Management Information System and coordinated entry services; and

B. Authorize the Chairman or Vice Chairman to execute the Agreement and related forms as may be required to fully implement the Agreement.

BACKGROUND:
Subject to Board approval of an Amendment to the 2015 HUD Annual Plan which will reallocate the remaining balance of 2015 Emergency Solutions Grant funds from Rapid Rehousing and Homeless Prevention to Homeless Management Information System (HMIS) activities, this Agreement will provide funding to Opening Doors Northwest Florida, Inc. (Opening Doors), to utilize HMIS funds for the following HUD eligible activities: purchase of additional user licenses to allow additional users to utilize HMIS; purchase of additional equipment and software for new and existing homeless providers; purchase of an application to aid in the Point in Time count; and HMIS eligible personnel support costs. The HMIS system will be used to help provide referrals for homeless prevention and rapid rehousing clients. All funds will be matched 100% from Opening Doors per HUD requirements and will be expended before HUD's September deadline.
BUDGETARY IMPACT:
Funds are available in Fund 110, Cost Center 370293.
