RECOMMENDATION:
Recommendation Concerning Contract Award for 19-20 Road Resurfacing Project - Joy Jones, Department Director, Engineering Department through Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Roads Inc., of NWF, per the terms and conditions of PD 19-20.033, 19-20 Road Resurfacing Project , in the amount of $3,245,664.99 for basic construction services.

BACKGROUND:
The bids were opened on March 19, 2020, 2:00 p.m., at the Office of Purchasing conference room. The low bid was Midsouth Paving, with a bid amount of $3,239,647.39. Due to past workmanship and scheduling deficiencies on the 17-18 Resurfacing Contract, as described in the evaluation found in the backup, the Department’s recommendation for award is to the second lowest most responsible bidder, Roads, Inc. of NWF, with a bid amount of $3,245,664.99.
 
This project consists of the resurfacing and/or reconstructing in portion or whole of Falcon Drive, English Oak Circle, Oakcliff Road, Brisas Way, Cariba Court, Las Brisas Drive, Las Brisas Court, Pebble Creek Drive, Pebble Creek Place, Pebble Creek Road,  Pebble Creek Terrace, Clear Lake Drive, Chandelle Drive, Chandelle Lake Drive, Detroit Boulevard, Raleigh Circle, Cain Avenue, Hawkins Street, Hoyt Street, Fairchild Street, Lilac Lane, Nestle Drive, Bloodworth Lane, Plantation Road, and Sunshine Hill Road.  This project will also include other work associated with the reconstruction of roadways such as maintenance of traffic, stormwater pollution prevention, sod stabilization, shoulder work, pavement striping, possible dewatering, etc. The contractor is to maintain traffic flow at all times, with minimal delays. Roadways are to have two-way traffic opened during all non-working hours. Closure of one lane will be allowed only during working hours. Contractor is to notify the residents no later than 48 hours prior to work beginning on each roadway/group of roads. The Road Department shall receive 50% of the milling from this Contract. Contractor is to coordinate with the Road Department on when and where this shall occur. The Road Department will provide trucks to transport millings from a mutually agreed upon location.

This Recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article ll Purchases and Contracts.

 
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney Standard Form of Contract, Form D, Road/Drainage and Purchase Order.
