A Request for Proposals for PD 18-19.107, Perdido Landfill, Phase 2, Landfill Mining was publicly noticed to 146 firms via Vendor Registry on November 19, 2019. The solicitation was viewed by 51 firms. Technical Proposals were received from three firms on January 2, 2020, and fee proposals on January 24, 2020. Thalle Construction Company, Inc., was deemed to be the most qualified and responsible firm with the lowest total cost.

With respect to meeting future waste disposal capacity needs for Escambia County, Initial Assessment and Feasibility studies were conducted in 2005/2007 to explore landfill mining to extend the life of the existing landfill while upgrading unlined portion of the site to the current EPA Subtitle D criteria. Studies accounted for:
- net airspace gained
- cost benefit analysis comparison to development of new green space
- existing groundwater contamination liability
- existing site infrastructure
- increased horizontal and vertical cell construction footprint
- final closure costs reductions
- recovery/beneficial reuse of existing final cover soil
- recovery/beneficial reuse of in-place clay soils from previous trench fill operation
- beneficial reuse of screened waste for daily cover
- methane recovery
Studies indicated mining could be more cost effective than developing a new landfill on new green space. On 8/16/07, the BCC awarded contract for $360,815.42 to provide site investigations to collect specific waste and soil composition data relative to landfill mining. On 12/13/07, the BCC awarded contract for a three-acre pilot landfill mining for $530,000.00 to perform actual mining activity to evaluate the technical and economic feasibility of a full-scale waste mining. Pilot study indicated a large amount of final cover soil was available for reuse. No significant odors, no leachate or hazardous waste was encountered. Daily cover soil was generated in sufficient quantities. On 8/6/2009, BCC awarded contract for Phase I mining for $4,623,981.97. Phase I mining resulted in approximately 485,120 in-place cubic yards of waste mined from 16.9 acres. Actual project cost was $3.09 million over a 25-month duration. Approximately 386,600 cubic yards of airspace was recovered. Considering the increased compaction and recovered airspace from the removal of final cover soils, the total net airspace gained for Phase II Landfill Mining will be approximately 392,000 tons of waste.
