Recommendation Concerning Change Orders to Purchase Order #201069 to Design Homebuilders, Inc.  - Clara Long, Interim Neighborhood & Human Services Department Director

That the Board ratify the County Administrator's signature concerning the following Change Orders to Purchase Order #201069 to Design Homebuilders, Inc., for housing repairs at 432 Oakfield Road:

BACKGROUND:
The State Housing Initiatives Partnership (SHIP) program provides funding for housing repairs for low income homeowners. On October 25, 2019, the Neighborhood Enterprise Division solicited sealed bids via Vendor Registry for housing repairs for 432 West Oakfield Road for Darryl Marsh. The repair scope entailed installation of a new roof and extensive exterior repairs to address code violations. Four contractors attended the pre-bid conference and three sealed bids were received (see Exhibit I for bid documents). A Contract (Exhibit II) was awarded to Design Homebuilders, Inc., in the amount of $24,280, with a Notice to Proceed date of January 20, 2020. 

After the roof was opened, evidence of active termite infestation was discovered in the roof framing, which necessitated Change Order #1 (Exhibit III), in the amount of $7200, and an additional 14 days for the contractor to replace damaged rafters, joists, fascia, and perform a termite treatment. Additional damage was discovered in the roof decking over the porch, which requires Change Order #2 (Exhibit IV), in the amount of $1260, for replacement of additional rafters, headers, and top plates and an additional 3 days. To avoid leaving the roof structure exposed, a request was made to County Administration and Purchasing to approve the additional work and bring the item to the Board for ratification at the next Board meeting instead of placing a stop work on the project until the item could be approved by the Board. Completion of repairs will allow the homeowner to have his Notice of Violation from Environmental Enforcement closed. The new Contract total will be $32,740.
BUDGETARY IMPACT:
Funding is available in Fund 120/2018 SHIP, Cost Center 370205 ($5720) and Fund 124/Affordable Housing, Cost Center 370290 ($2740). SHIP funds expended on this project cannot exceed $30,000 per the Local Housing Assistance Plan.

The project will be completed by the Neighborhood Enterprise Division.
