RECOMMENDATION:
Recommendation Concerning the Contract Award for Debris Hauling Services for Escambia County - Patrick T. Johnson, Waste Services Department Director, and Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign Agreements, per the terms and conditions of PD 18-19.027, Debris Hauling Services for Escambia County, to be available in the event of a declared disaster in Escambia County based on Escambia County, Florida Counter Offer and each firms acceptance:

  • Ceres Environmental Services, Inc.
  • Crowder-Gulf Joint Venture, Inc.
  • Custom Tree Care, Inc.
  • D & J of Alabama, Inc.
  • DRC Emergency Services, LLC
  • Panhandle Grading & Paving, Inc.
  • Phillips and Jordan, Inc.
  • Roads, Inc. of NWF
  • Southern Disaster Recovery, LLC
  • T.F.R. of Texas, Inc.

BACKGROUND:
Invitations to Negotiate were advertised April 1, 2019. 96  firms were notified of the solicitation. Responses were received on April 24, 2019, from 12 firms. Counter offer acceptance letters received between September 25, 2019, and October 28, 2019, from all firms.

Per Addendum #1, Clarification - Multiple awards will be made based upon responsibility and responsiveness to the needs of the County. It is the intent of the County to place Individual Blanket Orders with the responsive and responsible bidders who can provide the services based upon the needs of the County at the time.

Escambia County intends to evaluate all pricing and counter offer to all firms a uniform price structure in accordance with accepted FEMA practices.

The Office of Purchasing will issue the Agreements.
