RECOMMENDATION:
Recommendation Concerning the Florida Department of Transportation County Incentive Grant Program Application for the County Road 184 (Muscogee Road) Freight Corridor Project - Joy Jones, P.E., Engineering Department Director

That the Board take the following action concerning the Florida Department of Transportation (FDOT) County Incentive Grant Program (CIGP) Application for the County Road (CR) 184 (Muscogee Road) Freight Corridor Project:

A. Authorize staff to submit an Application for CIGP Funds to the Florida Department of Transportation (FDOT), to request Grant funding for the CR 184 (Muscogee Road) Freight Corridor Project, from the Perdido River to Beulah Road (CR 99), and from Carlisle Drive to Nowak Road; and 

B. Authorize the County Administrator or designee to sign the Application, and any other documents related to the request for CIGP funds, subject to Legal review and sign-off, if applicable, and without further action of the Board.

This project is located in Commission District 5.

BACKGROUND:
Escambia County Transportation & Traffic Operations (TTO) staff is requesting authorization to submit a project Application for State of Florida County Incentive Grant Program (CIGP) funds for the County Road (CR) 184 (Muscogee Road) Freight Corridor Project from Perdido River to Beulah Road and from Carlisle Drive to Nowak Road. The project limits fall within Commission District 5. The project is listed in the Florida-Alabama Transportation Planning Organization (FL-AL TPO) 2045 Long Range Transportation Plan. 

This is a major local freight corridor that is key to expanding economic development in the region. Significant financial resources have been expended on this roadway to meet the increasing economic demand, enhance safety, and improve the overall viability of this corridor to handle the growing volume of freight and commuter vehicles. Local funds of over $3 million have been expended on improving this roadway corridor. In addition, this corridor has received state economic development Grant funding in the amounts of $2.174 million and $1.95 million. Escambia County has also recently received $500,000 of direct funding from the Florida Legislature. This CIGP Grant will provide the necessary matching funds to complete the initial upgrade of this corridor.

Improvements will include milling two inches of existing asphalt and resurfacing with four inches of SP12.5 high traffic asphalt rating (76-22). This paving structure was recommended by the Engineer of Record.  

CIGP allows the Florida Department of Transportation (FDOT) to make Grants to counties for the improvement of transportation facilities on the State Highway System (SHS). CIGP funds may be awarded for local transportation facilities off the SHS, but such projects would need to relieve traffic congestion on the SHS.

If a project off the SHS is selected for the FDOT Five-Year Work Program, the requesting County must then enter into a Joint Participation Agreement (JPA) with FDOT in the fiscal year that the project is funded. If the project selected is on the state system, FDOT will manage the project and no JPA will be required. This project is off the SHS.

Upon authorization, staff will prepare the CIGP Application, obtain the County Administrator's signature, and transmit all documentation to FDOT prior to the March 20, 2020, deadline.

Per FDOT, new projects for FDOT's Fiscal Year 2024 will be considered during this application cycle.

Subject to Legal approval.

Upon Approval, Engineering Staff will submit the Application.

POLICY/REQUIREMENT FOR BOARD ACTION:

This Recommendation is in compliance with the Board's Grant Application policy.

IMPLEMENTATION/COORDINATION:
Upon approval, TTO staff will finalize the grant application, seek necessary signatures, and submit the application package to FDOT prior to the March 20, 2020 deadline.
