RECOMMENDATION:
Recommendation Concerning the Amendment to EPHRC Interlocal Agreement Between the Escambia County Board of County Commissioners and the City of Pensacola.

That the Board take the following action regarding the Amendment to Interlocal Agreement between the Escambia County Board of County Commissioners and the City of Pensacola relating to the funding of the Escambia-Pensacola Human Relations Commission for the purpose of amending the name of the Commission:

A.  Approve the Amendment to Interlocal Agreement with the City of Pensacola relating to the funding of the Escambia-Pensacola Human Relations Commission for the purpose of amending the name of the Commission; and

B.  Authorize the Chairman to execute the Amendment to Interlocal Agreement.
BACKGROUND:
The Escambia-Pensacola Human Relations Commission (EPHRC) was created by Interlocal Agreement by and between Escambia County, Florida and the City of Pensacola. The purpose of the EPHRC is to provide the community with local assistance to review and resolve employment and fair housing discrimination complaints and improve community relations for all persons in Escambia County.

On March 7, 2019, the Board enacted Ordinance 2019-13 to reestablish the EPHRC by ordinance. The ordinance defined the composition, duties and powers of the Commission for the purpose of continuing to provide the community with local assistance to review and resolve employment and fair housing discrimination complaints and improve community relations in Escambia County.

By Board action on April 16, 2019, the County entered into an Interlocal Agreement with the City superseding the terms of the previous Interlocal Agreement dated September 15, 2005, to establish the parties' funding responsibilities for the operation of the Commission. The proposed Amendment to the Interlocal Agreement will amend the terms to reflect the current name of the Commission that is the subject of the Interlocal Agreement and for which the parties have established their respective funding responsibilities.
