RECOMMENDATION:
Recommendation Concerning the Contract Award for PD 18-19.081, Design Services for Muldoon, Velma, and Saufley Field Area Drainage Project - Joy Jones, P.E., Engineering Department Director, and Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board award and authorize the County Administrator to sign the Agreement between Escambia County and Mott MacDonald Florida, LLC, per the terms and conditions of PD 18-19.081, Design Services for Muldoon, Velma, and Saufley Field Area Drainage Project for Phase I Base Services, in the amount of $386,235, and Phase I Optional Services, in the amount of $69,930. The total estimated cost for Phase I is $456,165.
 
Contingent upon an appropriation of additional Project funding, the County will budget funds for Phase II Base Services, in the amount of $313,055, Phase II Optional Services, in the amount of $82,335, Phase III Base Services, in the amount of $34,665, and Phase III Optional Services, in the amount of $12,985. The total estimated cost for Phase II is $395,390, and Phase III is $47,650.
 
The total estimated Project cost (Phases I-III) is $899,205.

BACKGROUND:
The Bayou Marcus/Millview Basin, located in the southwestern point of Escambia County, is a 16,681-acre watershed, in which most of its sub-basins drain to Bayou Marcus Creek, which outfalls into Perdido Bay.
 
Glenwood Subdivision, adjacent to the regional pond located on Muldoon Road, experienced major flooding during the April 2014 flood event, in which nearly 30 homes received up to 2’ of water intrusion. This can be alleviated by design/installation of a positive outfall drainage system from Glenwood Subdivision to the Velma Drive Pond. The property at 7320 Hayward Ave is south of and adjacent to the Velma Drive Pond and was recently acquired (less the cell tower property) to allow for the expansion of the Velma Drive Pond. The pond will also require an outfall.
 
During major rainfall events, stormwater backs up along Saufley Field Road near Prospect Lane causing the intersection to flood. When this occurs, property owners experience flooding at the Prospect Lane intersection and along Muldoon Road east of the Felton Pond. In extreme events, the Felton Pond overflows to the Windham Pond resulting in the flooding of homes in the Glenwood subdivision. The Florida Department of Transportation (FDOT) has prepared plans to install sidewalks on Saufley Field Road and has provided some drainage design based upon FDOT standards which will need to be reviewed as it relates to any proposed improvements associated with the overall project. 
 
The construction of Muldoon Road Area Drainage Improvements Phase I was completed in 2001, resulting in drainage conveyance improvements north of Saufley Field Road, and construction of the Felton and Windham Ponds south of the Muldoon and Saufley Field intersection. Muldoon Road Area Drainage Improvements Phase II plans were completed, but never constructed, due to funding limitations and incomplete acquisitions. The Phase II design concept needs to be evaluated for a more cost-effective solution to provide positive outfall for the Phase I ponds. Construction of the Midas-Muldoon Pond (ID #813) expansion was completed in 2019.

The Request for Letters of Interest for PD 18-19.081, Design Services for Muldoon, Velma, and Saufley Field Area Drainage Project were submitted via Government Forms Software to 248 registrants representing 96 firms on July 16, 2019. Five firms responded and the Selection/Negotiation Committee ranked the short-listed firms in the following order:
  1. Mott MacDonald Florida, LLC;
  2. HDR Engineering, Inc.; and
  3. Baskerville-Donovan, Inc.
Four negotiations were held, resulting in the Final and Best Offer being established on October 2, 2019, in the amount of $386,235 for Phase I Base Services, and Phase I Optional Services in the amount of $69,930. The total estimated cost for Phase I is $456,165.
 
Contingent upon an appropriation of additional Project funding, the County will budget funds for Phase II Base Services, in the amount of $313,055, Phase II Optional Services, in the amount of $82,335, Phase III Base Services, in the amount of $34,665, and Phase III Optional Services, in the amount of $12,985. The total estimated cost for Phase II is $395,390, and Phase III is $47,650. When funding becomes available for Phase II and Phase III, these Phases will be released for design services.

This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts, and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney Standard Form of Contract, Form G, Consulting Services for Stand-Alone Projects, as well as the Purchase Order.  Nick Chauvin of the Escambia County Engineering Department will be the Contract Administrator.
