RECOMMENDATION:
5:35 p.m. Public Hearing for consideration of the Fiscal Year 2020 Proposed Grant Application for Mass Transit Projects

Recommendation:  That the Board take the following action concerning the Fiscal Year 2020 Grant Application for Federal Transit Administration (FTA), Section 5307 Funds, for operating and capital expenses:

A. Conduct a Public Hearing for the purpose of receiving comments from the general public on the Grant Application by the Mass Transit Department, for $3,648,678 in Federal Assistance, for Operating and Capital expenses;

B. Approve, or amend and approve, the Grant Application after receiving comments at the Public Hearing;

C. Adopt the Resolution authorizing the Chairman to execute all appropriate documents for the processing and receipt of federal funds from the Federal Transit Administration; and

D. Authorize the Mass Transit Department Director to file the Grant Application via the Federal Transportation Award Management System (TrAMS).

[The Grant Application is for a total of $3,648,678. Operating Assistance of $2,500,000 requires a local 50% match. Operating costs will be reimbursed at 50% up to the allowed maximum of $2,500,000. The local match is included in the Fiscal Year 2020 Budget. Preventive Maintenance, ADA Paratransit service, Baldwin County and Safety requires a 20% local match of $337,169.50. The 20% local Match is covered by Florida Toll Revenue Credits.]
BACKGROUND:
FTA guidelines require that all Applications for financial assistance from FTA be submitted after a public hearing is held for the purpose of receiving comments from the public concerning the Grant Program of Projects.  Effective January 1, 2016, Grant Applications, Execution, and Grant Administration Progress Reports must be submitted electronically via the Transportation Award Management System (TrAMS).

The FTA publishes apportionments annually and have apportioned $3,582,564 to Escambia County for Fiscal Year 2020 .  An additional $66,114 has been apportioned to Baldwin County.  Mass Transit staff recommend that Escambia County Board of County Commissioners apply for these apportionments by approving this Application for the below Program of Projects:

 
BUDGET CATEGORY DEFINITION / REASONING PROJECT COST
Preventive Maintenance Preventive Maintenance is defined as all maintenance costs related to vehicles and non-vehicles in relation to fixed route services and associated costs required to preserve or extend that functionality and serviceability of the asset in a cost effective manner. $681,209
ADA Paratransit Service A maximum of 10% of the grant amount is eligible for ADA reimbursement, these funds are used to offset payments made to the Paratransit Contractor. $364,868
Operating Assistance Operating Costs associated with Fixed Route service including Operator Salaries $2,500,000
Safety The FTA requires that grantees spend at least 1% of grant funds on Safety and Security measures. $36,487
Transit Development Plan (TDP) Major Update The Major TDP update is done in conjunction with the FL-AL TPO.  Florida Rule 14-73 requires a major TDP update is submitted to FDOT every 5 years. $200,000
Baldwin County At the May 15,2014 BOCC regular meeting, the Board approved an MOA between Escambia County and Baldwin County for Escambia County to pass through Pensacola UZA Alabama funding apportioned from the FTA.  Moving Ahead for Progress in the 21st Century Act (MAP-21) apportions the Pensacola UZA in Florida and the Pensacola UZA in Alabama $66,114

This Recommendation is based on the Board of County Commissioners Comprehensive Plan - Mobility Element.
IMPLEMENTATION/COORDINATION:
Mass Transit staff will electronically file all required documentation, and will coordinate with FTA and FDOT for all necessary funding activities.
