RECOMMENDATION:
Recommendation Concerning the Employee Health Clinic Solicitation - Jana Still, Human Resources Department Director

That the Board be made aware of the status of the Employee Health Clinic Solicitation.
BACKGROUND:
The Escambia County Health Clinic was created in January 2011.  The Clinic provides Urgent and Primary Care, as well as all new hire and yearly required physicals for approximately 2000 employees and their dependents for the County, and 647 employees and their dependents for the Sheriff.  The City has expressed interest to utilize the clinic and their number reflects 750 employees and their dependents.     
 
Concentra was initially awarded the Contact with a 3-year guarantee and multiple extensions. In August of 2016, Concentra was awarded a 2-year Contract with three optional 1-year extensions. The current extension with Concentra will expire on July 31, 2020. Currently the cost of the clinic is split 75% ($839,269.07) County and 25% ($279,756.36) Sheriff.
 
The County Administrator, County Attorney, and Human Resources staff have coordinated with USI, the brokerage firm that provides consultation for the County regarding the bid for the Clinic. The Board has previously provided guidance in the selection of the provider for the Clinic.
 
As indicated above, the Board approved a 1-year Concentra extension until August 1, 2020, with the understanding the County would conduct another Invitation To Negotiate (ITN).  Decision Points and timeline for the process of selecting a vendor is provided below:
 
 - The onsite clinic ITN process takes 4-6 months to complete, so we need to begin the Request For Proposal (RFP) process as soon as possible.
- As part of the new ITN, the County wants to explore opportunities to manage costs.
- As part of the new ITN, the County wants to explore opportunities for the clinic to provide expanded services designed to mitigate future claims.
- As part of the new ITN process, the County wants to explore opportunities to provide services beyond the walls of the clinic.
- With the addition of City employees to the eligible clinic participants, the County and Sheriff’s teams want to explore the impact of additional members on clinic staffing and utilization.
 
 
The following is the proposed timeline regarding the Health Clinic RFP to meet the August 1, 2020, goal:
 
Mailing date of proposals: March 16, 2020
Mandatory Pre-Proposal Conference: 10:00 a.m., CST, March 25, 2020
Final Date for Questions: April 3, 2020
Response to Questions will be provided: April 8, 2020
Proposal due date: 2:00 p.m. CST, April 15, 2020
Blackout Period Begins: April 15, 2020
Evaluation Committee Meeting: 1:00 p.m., CST, April 29, 2020
1st Discussions/Presentations Meeting: 9:00 a.m. CST, May 5, 2020
2nd Discussions/Presentations Meeting: 9:00 a.m. CST, May 6, 2020
   
The vendors will be evaluated by importance on the attached possible services and the following factors listed below:

Pricing
Corporate Culture
Marketing/Communications

Wellness Tracking Challenges
Account Mgt./Customer Service

Key components regarding pricing are performance guarantees, staffing model, chronic disease management, preventive care, and technology will be provided by each candidate.
 
BUDGETARY IMPACT:
Currently the cost of the clinic is split 75% ($839,269.07) County and 25% ($279,756.36) Sheriff.
